PART I - STANDARDS
4. MODEL CODE OF CONDUCT - GRANT OF DISPENSATIONS
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer on procedures for the grant of dispensations to Members.
5. LOCAL INVESTIGATION AND DETERMINATION OF MISCONDUCT ALLEGATIONS AGAINST COUNCILLORS (Report herewith)
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer on Government proposals and on the County Council's suggested response.
6. WORK PROGRAMME - ITEMS SUGGESTED BY MEMBERS
(Report herewith)
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer on the process whereby Members can suggest items to be put forward for consideration by the Standards Committee.
PART II - PROCEDURES
7. REPORT OF THE INDEPENDENT REMUNERATION PANEL ON COUNCILLORS' ALLOWANCES (Report herewith)
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer and County Treasurer on issues arising from the Independent Remuneration Panel's report, a copy of which is attached as an Appendix; together with a report by the County Treasurer on the resultant costs and on other aspects to which the Standards Committee may wish to give further consideration.
8. AMENDMENTS TO THE CONSTITUTION (Report herewith)
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer on suggested amendments to Part I, Chapter 4 of the Constitution to reflect changed circumstances in the area of Social Services; and amendments to Standing Orders on Contracts.
9. STANDARDS COMMITTEE CONFERENCE - CONFIDENCE IN LOCAL DEMOCRACY
The Chief Executive authorised the attendance of Councillor P.A. Pierce and the Head of Corporate and Legal Services and Monitoring Officer at this conference, which was held in Birmingham on 20 May 2002 and the Committee is asked to confirm that action. The Chairman of the Committee will report on the outcomes of the conference.
County Councillors attending as appointed members of this committee/sub-committee/panel or by virtue of Standing Order 17.5; or with the concurrence of the Chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.
