1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal be approved for the following schemes at Chandlers Ford:
(i) slip lane improvement to the Templars Way/School Lane junction; and
(ii) ghost island right turn junction at the Templars Way/ Montgomery Way junction.
2. Reason
2.1 To enable the schemes to be built.
3. Other Options Considered and Rejected
3.1 Signals at the Templars Way/School Lane junction were considered and consulted on. This proposal would not reduce the congestion on Castle Lane or Knightwood Road, which was the main aim of the scheme. Signals would also cause congestion on Templars Way and School Lane which does not exist at present. This option was rejected after the consultation stage.
3.2 Signals and a roundabout option at the Templars Way/Montgomery Way junction were also considered and consulted on. Both these options caused further congestion on Templars Way and would not improve the egress from Montgomery Way which was the main aim of the scheme. Whilst the roundabout option was more popular with the respondents to the questionnaires, the former Roads and Development Sub-Committee accepted the recommendation to progress the ghost island right turn option on 11 September 2000.

Introduction This Project Appraisal is for junction improvements at School Lane and Montgomery Way with Templars Way, Chandlers Ford (see attached location plan). The schemes are being developed as part of the Knightwood Development Programme, as agreed by the former Roads and Development Sub-Committee on 17 January 2000. |

Details Following an exhibition and consultation process the former Roads and Development Sub-Committee approved the development of the following options on 11 September 2000: (i) At the junction of School Lane a slip lane between Templars Way west and School Lane should be constructed. This proposal will provide relief for the congestion on Templars Way by filtering the traffic travelling into School Lane before the roundabout, thereby allowing the Templars Way traffic to continue with a two lane entry onto the roundabout, increasing the capacity of the entry and allowing the junction to operate more efficiently. (ii) At the junction of Montgomery Way a right turn ghost island should be constructed. This proposal will bring this junction up to current standards and allow the right turning traffic to wait out of the running traffic on Templars Way, thereby reducing the rear shunt type accidents. This option will also allow people exiting Montgomery Way turning right to do this manoeuvre in two sections, if necessary, thereby reducing the need to `gap hunt' in two streams of traffic and making egress easier. |

Standards The junction improvements have been designed to national and county standards. They have also been safety audited and any issues raised have been resolved. |

Statutory Procedures and Consultation A staffed exhibition of the proposals was held at the Valley Park Community Centre on 19 May 2000 which was attended by over 100 people. A total of 90 questionnaires were returned. The results of this consultation were reported to the former Roads and Development Sub-Committee on 11 September 2000. All the relevant statutory procedures have been carried out. |

Policy Considerations The proposals are consistent with the policy aims and objectives of the South West Hampshire Transport Strategy and the Knightwood Development Programme, including the need to promote Templars Way as the main entry and egress point for the development and to reduce the impact of the traffic generated on the existing community. |

Environmental Impacts There are no significant environmental impacts form the proposals, apart from the loss of some of the landscape planting in the highway verges. |

Land Requirement No land acquisition required. All works to be confined within existing public highway limits. |

Local Members' View The local Members, Councillors Dowden and Luffman, support the proposals. |
7.9 |
Crime and Disorder Act 1998 The provisions of this Act have no impact on this proposal. |

Sustainability The projects have been designed to improve the operation of Templars Way as the main access and egress to the Knightwood/Valley Park areas of Chandlers Ford. This will relieve the pressure on other less appropriate roads in the area. |
