1. PANEL CONSTITUTION (Report herewith)

To consider a report of the County Surveyor setting out the Terms of Reference for the Gosport Highway Management Advisory Panel.

2. BLUEPRINT PROGRESS AND AREA SOUTH ORGANISATION
(Report herewith)

To consider a report of the County Surveyor outlining the progress of Blueprint, including progress in Districts/Areas and the issues of traffic management and development control and searches. In addition, the report details the organisation of Area South.

3. ASSESSMENT OF THE HIGHWAY CONDITION IN HAMPSHIRE
(Report herewith)

To consider a report of the County Surveyor outlining the systematic approach currently in place to assess the condition of the highway network in Hampshire. In addition, the report also updates Members on the changes required to the condition assessment arrangements in light of the County Council's Best Value review, the implementation of the National United Kingdom Pavement Management System (UKPMS) and the recently launched National Code of Practice.

4. HIGHWAYS MAINTENANCE BUDGET 2002/03 (Report herewith)

To consider a report of the County Surveyor outlining the Highways Maintenance budget county-wide and the specific budget and works programme for Gosport.

5. OTHER NETWORK MANAGEMENT PROGRAMMES (Report herewith)

To consider a report of the County Surveyor detailing the key issues in respect of other Network Management programmes.

6. STATUS REPORT ON OTHER HIGHWAY SCHEMES (Report herewith)

To consider a report of the County Surveyor and Director of Development and Environment (Gosport Borough Council) setting out the South East Hampshire Transportation Strategy Schemes and the Traffic Management programme for Gosport.

County Councillors attending as appointed members of this panel or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.
