1. Summary

1.1 This report covers the following issues:

      (i)South East Hampshire Transport Strategy Schemes;

      (ii)Regeneration of Older Urban Areas Programme; and

      (iii)Traffic Management programme.

2.1 Other Local Transport Plan schemes in the Gosport area which are part of SEHTS are set out on the attached appendix.

3. Regeneration of Older Urban Areas Programme

    Trinity Green

3.1 A second phase of works is due to start on site in mid July, completing the Millennium proposals commenced in 2000. The scheme includes rekerbing and surfacing of footways, improving the setting of Holy Trinity Vicarage, erecting a wall and railings to the north side of the Churchyard, and completing a new footpath link through Trinity Close into Walpole Park, which crosses Haslar Road.

    Stoke Road

3.2 A fourth phase of works is proposed, building on the success of earlier ROUA and Road Safety schemes. This phase aims to complete the resurfacing of footways within the Conservation Area, improve the eastern and western entrances to Stoke Road as well as the setting of key historic buildings, including Christ Church and The Vine public house. Ways of achieving this are currently being explored with tenants and landowners.

3.3 The scheme also aims to assist the improvement of shop fronts and key buildings through grant aid and technical advice. Additional funding has been applied for from the Single Regeneration Budget/Partnership Improvement Area budget. Works are intended to start early in 2003.

4 Traffic Management Programme 2002/03

4.1 Gosport Borough Council has been allocated a budget of £7,000 to implement a programme of Traffic Regulation Orders. This programme has yet to be agreed by the Borough Council's Regulatory Board but will include approximately seven schemes. Depending on their progress further funding may be sought to implement additional schemes.

4.2 Traffic Management staff also implement the minor traffic management works, including disabled driver markings, entrance markings and new signs or markings. An initial budget of £5,100 has been allocated for this work. In addition, over the last four years there has been a programme of direction sign refurbishment at a total cost of £70,000. The next phase of work is within the A32 Fareham Road. Scheme estimates are being prepared.

4.3 Every year the Borough Council implements temporary traffic management measures in support of a wide variety of special events. Of particular note this year is the finish of the Cutty Sark Tall Ships Race, to be held in partnership with Portsmouth City Council. The tall ships may be visited at Royal Clarence Yard between 15 and 17 August 2002. The event will conclude with an air display and the Parade of Sail in the Solent on 18 August, for which traffic routes will be signed to extensive temporary car parking in the Stokes Bay and Alverstoke areas.
