1. Summary
1.1 At the meeting on 10 April 2002 Members considered a report on Member training. It was agreed that a further report on the subject would be produced. This report considers an outline programme of training.
2. Tour of Sites
2.1 Following Members' wishes the following tours have been organised:
Avon Valley 16 July 2002
North-East Hampshire 6 September 2002
The Waterside - 20 September 2002
Marchwood to Fawley
2.2 Training on rights of way issues has been organised with a briefing on 8 July in the morning and a tour on 22 July.
3. Seminars
3.1 It is proposed that afternoons of the day of the Regulatory Committee be set aside for planning training. These would commence with the meeting of 11 September when an officer from District Audit (to be confirmed) will give a presentation on probity issues followed by a discussion of issues arising.
3.2 Subsequent meetings will cover the following topics:
(i)processing planning applications;
(ii)'material considerations' - including 'human rights';
(iii)enforcement; and
(iv)'Best Value' and service improvements.
At the end of this training programme a review will take place.
Recommendation
That the proposed training programme be agreed.
