1. Summary

1.1. The following decision is sought:

(i) That the Youth Service Strategic Development Plan for 2003-2006:
Managing, Supporting and Promoting Effective Youth Work, be approved.

2. Reasons

2.1. The Youth Panel at its meeting on 2 July 2002 recommended to the Executive Member for Education that the Youth Service Strategic Development Plan for 2003-2006: Managing, supporting and promoting effective youth work, be approved.

Following the Youth Panel meeting the County Treasurer suggested an amendment to the Development Plan at Target 8.1 (Page 27). Initially the proposed Target was worded "maintain and increase core funding for the Youth Service to ensure that the County Council budget at least matches the national average spending on the Youth Service by local authorities". The County Treasurer has suggested the following shortened version of the above sentence, "maintain and increase core funding for the Youth Service". The reason for the suggested change is because the County Council cannot commit to a specific level of increase to the Youth Service Budget.

A copy of the report and appendix submitted to the Youth Panel is attached for information.
