Action points raised at the Highways Information Group of the Test Valley Borough Council and Hampshire County Council on 18 February 2002
1. Notes of last meeting
Charlton Road to Folly Road Roundabout
The vegetation has been inspected again and appears not to be causing a problem.
Floral Way to Garden Centre
The route for cyclists/pedestrians is being provided via Balksbury Hill to Upper Clatford and Anna Valley as it is considered safer. To construct a route along Salisbury Road to the Garden Centre requires land acquisition and would be costly to construct. A low priority would have to be assigned to this proposal.
2. Matters arising from the minutes
The map type advance direction signs near the Shannon Way roundabout on Knightwood Road have been looked at and there may be some scope to either replace them with a different type of arrangement or remove them altogether. This is not a high priority however.
3. Matters raised by Members
(1) The pothole in Ryedown Lane has been repaired.
(3) The overgrown vegetation has been trimmed.
(4) The original roundabouts, installed as part of the development, were being
continually overrun by vehicles. Opportunity has been taken to improve
the overall shape of each roundabout and to reduce the over-running. Both roundabouts are now operating more effectively.
(5) It is estimated that approximately 600 metres of footway is needed to link St Peters Close to the village shop, estimated to cost in the order of £50,000. Land acquisition will be necessary although it would be possible to provide a sub-standard width footway in places to reduce the land purchase. Discussions have been held with the Parish Council regarding Traffic Calming measures along Church Lane, as part of the Parish Partnership Initiative. Whilst the footway proposal goes beyond the scope of calming measures it cold be integrated into the overall proposals. It is suggested that if the Parish Council supports the need for a footway further discussions should take place.
(6) A Borough Council officer has met on site with Councillor Taylor. The use of the adjoining car park had been tried three years ago but unsuccessfully since the facility was misused by some parents. Enforcement of the existing no waiting restrictions is needed and it was agreed that Councillor Taylor would consult the Police, although regular enforcement will be virtually impossible to achieve.
(7) Remedial repairs to the indents made by Southern Water's equipment do not require remedial repairs. However, they will be monitored and repairs requested if necessary before the maintenance period expires.
(8) Transport has recently been granted for children living in Anna Valley and Upper Clatford and started on Monday, 10 June 2002. The Schools Appeal Panel felt that the road between Upper Clatford and Clatford Primary School was unsafe for children to walk unaccompanied by an adult.
(9) A scheme to provide a footway between Butts Green and the Church is estimated to cost £40000. Land acquisition will be required together with narrowing of the carriageway under the railway bridge. In view of the cost it will be necessary to make a bid for funding through the West Hampshire Transportation Strategy.
(10) Repairs have been undertaken to the A3057 at Compton Estate and the condition of The Drove in Houghton will be monitored.
(12) This should read Cowlease Close, Awbridge. That road together with Cowlease Cottages is public highway. The general condition of the footways is satisfactory.
(13) It is hoped to provide a footway this financial year on the north side of East Dean Road between Lucey's timber yard and Newmans Cottage. Design is under way but the work may have to be phased into next year. Councillor Woodhall will be kept informed as to progress.
(19) Some discussion has been held with Borough Council officers concerning the problem of litter. The owner will be contacted regarding the concern of his trading on the highway.
(20) The gap in the hedge at Manor Farm, Flexford Road has been checked and is effectively protected with verge markers, some of which have been renewed.
(21) Proposals are in hand to provide a right turn ghost island at the junction
of Montgomery Way and Templars Way. Following a project appraisal
next month the work should be implemented in September.
The white edge lining should be more effective with this improvement. Double yellow lines could be considered again at a later date but would need to be supported by the public.
