1. Summary
1.1 This report covers the following issues:
(i) Andover, Western Hampshire, South West Hampshire and New Forest Transport Strategy Schemes; and
(ii) Hampshire Country Towns Initiative.
2. ATS, WHTS, SWHTS and NFTS Schemes
2.1 Other Local Transport Plan schemes in the Test Valley area which are part of the above transport strategies are set out on the attached appendix. As far as NFTS is concerned there are no capital schemes programmed for 2002/03 for Test Valley. However, funds have been made available in 2004/05 for a traffic management scheme in West Wellow.
3. Hampshire Country Towns Initiative
3.1 The Hampshire Country Towns Initiative (HCTI) is a long standing programme for carrying out environmental enhancements within rural town centres. Its objective is to create safer, more attractive places for residents and shoppers and by doing so, improve their viability as places in which to live and shop. It is a partnership programme with district and parish councils and integrates where possible with highways capital and maintenance schemes.
3.2 The current HCTI programme identifies funding for two schemes in Romsey.
(i) Market Place, Romsey - £100,000 is identified in the current years programme to complement spending on the Market Place element of the proposed town centre highways and environmental improvement works. The intention is to complement the proposed highways works and allow for a high standard of materials, street furniture and public art. This funding is subject to final agreement to proceed on the scheme being achieved.
(ii) Church Place, Romsey - a total of £200,000 is identified in the 2002/03 and 2003/04 budgets for highways and environmental works in this important approach to the Abbey. It is intended the area will become an important tourist link between the central, public car parks, the tourist office, King Johns House museum and the Abbey. The scheme will integrate with the proposed town centre highways works for Church Street. It is expected that a bid for joint funding will be considered by Test Valley Borough Council.
