1. Summary
1.1 The following decision is sought:
That approval be given for a grant of up to £8,095 towards the rethatching of Ibthorpe Manor Farm Barn, Ibthorpe. The grant to be paid on satisfactory completion of the work in accordance with the standard conditions and attached conditions.
2. Reason
2.1 To contribute to the costs of rethatching Ibthorpe Manor Farm Barn in longstraw. The barn is listed Grade II and is a prominent building in the Conservation Area.

3.1 Not to give a grant.

7. Under Section 57 of the Planning (Listed Buildings and Conservation Areas) Act 1990 the County Council has powers to contribute towards the expenses incurred in the repair or maintenance of a listed building in, or in the vicinity of, Hampshire, or of a building in Hampshire which is not listed but appears to the County Council to be of architectural or historic interest.
8. Ibthorpe Manor Farm Barn dates from the C18. It is of eight bays, timber-framed with Queen post trusses on a brick base. The walls are weatherboarded and the roof is hipped and thatched. The barn is an important feature of the village but has little economic use.
9. The estimated cost of the work is £40,475 and the proposed grant offer represents 20% of the eligible cost.
10. In addition to the standard conditions (see attached appendix) the following conditions would apply:
(i) The repair and/or replacement of the thatch should be executed entirely in longstraw in accordance with the "Wilts and Hants minimum specification 1992" as issued by the Local Association of Master Thatchers.
(ii) The ridge should be wrapover and flush and plain in style.

APPENDIX
STANDARD CONDITIONS OF GRANT OFFER
1. The works, the subject of the grant offer, shall be commenced within twelve months of the notification of the offer. Failure to commence the works during this period will result in the withdrawal of the grant offer, unless otherwise agreed in writing by Hampshire County Council.
2. The works, the subject of the grant offer, shall be completed to the satisfaction of Hampshire County Council, and final accounts submitted, within thirty-six months of the notification of the offer. Failure to complete the eligible works, or non-submission of final accounts WILL RESULT IN THE WITHDRAWAL OF THE OFFER unless otherwise agreed in writing by Hampshire County Council.
3. Where a property that has been the subject of grant payment is disposed of within three years by way of sale, exchange or lease for twenty-one years or more, Hampshire County Council will require the repayment of the monies in full.
4. No grant will be paid unless the works for which an offer has been made are carried out to the satisfaction of Hampshire County Council and in accordance with the conditions of the grant offer.
5. The Contractor shall afford reasonable assess to works for inspection(s) by appointed officers of Hampshire County Council as required during working hours.
6. No deviation of the submitted drawings and/or specification, other than to secure compliance with these conditions, shall be made without prior written agreement from Hampshire County Council.
7. The names and addresses of any Sub-Contractor shall be furnished to Hampshire County Council before work commences; similarly any change of Contractor shall be notified before it is made.
