1. Summary

1.1 The following decision is sought:

    That, in the event of regulations being made for decriminalised enforcement of bus lanes or other traffic orders, the National Parking Adjudication Service Joint Committee Agreement be amended to include provision for adjudication of appeals in respect of these functions.

2. Reason

2.1 The County Council is a member of the National Parking Adjudication Service Joint Committee (NPASJC) which provides adjudication outside London for appeals in relation to decriminalised parking enforcement. The Department for Transport proposes to make new regulations which will also decriminalise bus lane enforcement and it would be sensible for the NPASJC, as an established national adjudication body, to provide the adjudication service for this function and for any other traffic orders that may be decriminalised in future. Consent is required from a minimum of 75% of NPASJC member councils to this amendment of the NPASJC Agreement.

3.1 Not to agree to amend the NPASJC Agreement.
