42 CHAIRMAN'S COMMUNICATIONS
(i) Milestones
The Milestones Museum at Basingstoke had been runner-up in the National Museum of the Year Award for 2001 and had won the Social History of the Year Award for Museums. Members expressed their congratulations to the staff of the Museum.
(ii) Heritage Weekend
During the weekend of 14 and 15 September most Hampshire facilities would be open at no cost to the public as part of a Heritage Weekend.

45 HAMPSHIRE COUNTY COUNCIL'S EUROPEAN CULTURAL STRATEGY - 2002/2005
The Committee considered the report of the Director of Recreation and Heritage (Item 6 in the Minute Book) on the County Council's European Cultural Strategy. The strategy starts from the proposition that the County is the ideal space in which economic, cultural and European strategies can meet. It involves a process of definition and development in order to build up a critical mass of cultural experience and knowledge of European environments within the Recreation and Heritage Department and its independent client organisations. Its key objectives are for the department's staff to learn, to teach and to develop so as to improve the service to the Hampshire public in the field of culture.
The report stressed the task within the strategy to make meaningful and manageable engagements with communities in Europe, especially with those of the accession countries to the European Union and amongst the possible actions which had been identified were the working on cultural projects with areas with a similar profile to Hampshire such as those of the Baltic States, the development of training opportunities in cultural co-operation for departmental staff and those of partner regions and the consolidation and development of the role of Hampshire County Council with its membership of the Assembly of European Regions, especially that of Committee D and its responsibility for culture.
RESOLVED:
That the draft framework and its conclusions for a European Cultural Strategy be supported and submitted to the Executive Member for Recreation and Heritage for his consideration.

RESOLVED:
That, by virtue of paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item.
47 MEMBERSHIP OF HAMPSHIRE COUNTRYSIDE ACCESS FORUM AND PROPOSALS FOR COUNTRYSIDE ACCESS PLANS
The Committee considered the confidential report of the Director of Recreation and Heritage on the Hampshire Countryside Access Forum.
RESOLVED:
That the following RECOMMENDATIONS be commended to the Executive Member for Recreation and Heritage for his consideration:
(i) That the proposed membership of the Hampshire Countryside Access Forum be reconsidered by the Executive Member in the light of today's deliberations, particularly as regards perception by the public of the balance of the membership.
(ii) That the proposal to pilot the Countryside Access Plan approach in the Forest of Bere and the Forest of Eversley is supported and should be pursued should the bid to the Countryside Agency be successful.
