90. DECLARATIONS OF INTEREST

91. MINUTES
The Minutes of the meeting held on 17th July 2002 were confirmed by the Committee and signed by the Chairman.
Matter arising:
Winchester Bar End Park and Ride Phase 2
Further to Minute 75 the Chief Executive advised that the hearing on 28th August 2002 had been adjourned as the judge did not have sufficient time to read the relevant papers; the whole of 27th September 2002 had now been reserved for the hearing.
92. CHAIRMAN'S COMMUNICATIONS
The Chairman advised that a useful tour of mineral sites in north east Hampshire had been held on the 6th September.
93. RESULT OF THE PUBLIC ENQUIRY INTO THE STATUS OF SANDY LANE, BRAMSHILL
The Committee considered the report of the Director of Recreation and Heritage (Item 5 in the Minute Book) on an application for a map modification order recording Sandy Lane, Bramshill as a by-way open to all traffic.
RESOLVED:
(i) That objections be made to the modification of the Order for Sandy Lane,
Bramshill.
(ii) That the Planning Inspectorate be requested to deal with the objection by
written representations rather than a public inquiry.
(iii) That the Planning Inspectorate be requested to appoint a different inspector to
hear the objections to the modification of the Order.
94. DEPUTATIONS IN RESPECT OF AMENDED PLANS FOR THE RETENTION OF THE BUND AT RINGWOOD AND ELLINGHAM QUARRY, ELLINGHAM DROVE, BLASHFORD (00065190M)
Mr MacKean and Mr Webster made deputations in respect of the retention of the bund at Ringwood and Ellingham quarry. The Committee then considered the report (Item 6 in the Minute Book) on the matter. The County Planning Officer stressed that it is unusual for decisions to be brought back to the Committee for review but felt that the circumstances justified such action in this case.
RESOLVED:
That the decision on the amended plans concerning Application No. 00065190M for the retention of the bund at Ringwood and Ellingham Quarry, Ellingham, near Ringwood be delegated to the County Planning Officer in consultation with the Chairman of the Regulatory Committee and the local Member subsequent to consideration of comments from the public and consultees.
95. DEPUTATIONS IN RESPECT OF THE IMPORTATION OF CONSTRUCTION AND DEMOLITION WASTES, INCLUDING CONCRETE, BRICK, EARTH SPOILS AND SUB-SOILS, IN PLACE OF THE PROPORTION OF THE RECYCLED SOILS PERMITTED UNDER A GENERAL PERMITTED DEVELOPMENT ORDER (1995) AT PILGRIMS FARM, STEPLAKE LANE, WELLOW WOOD ROAD, SHERFIELD ENGLISH (TVS09717)
Mrs Kellett- Clarke, Mrs Harfield, Mr McFadyen, Mr Bowles and Mrs Newman made deputations in respect of the Pilgrims Farm application. In addition a letter was read out which constituted a deputation by Mr Coe, the agent for the applicant, this being permitted as Mr Coe was unable to attend the meeting due to short notice of its date and time. The Committee then considered the report (Item 7 in the Minute Book) on the matter. The County Planning Officer reported that the British Horse Society had objected to the proposal as had Sherfield English Parish Council on traffic grounds; (the latter objection had not been mentioned in the report due to the paperwork having been mislaid in the Test Valley Borough Council file). Local member Councillor Woodhall expressed support for the recommendation of refusal.
RESOLVED:
That a decision on the Pilgrims Farm application be deferred in order to:
1. Allow the whole Committee to undertake a site visit at approximately midday on 30th September 2002;
2. Seek Counsel's opinion about the "fallback" position;
3. Obtain more evidence about the impact on local amenity of the traffic which would be generated.
96. CONSTRUCTION OF NEW DAY SERVICES FACILITY TO REPLACE AN EXISTING BUNGALOW AT PARK HOUSE, HIGH STREET, ALTON (F.37227)
The Committee considered the report of the County Planning Officer (Item 8 in the Minute Book) on Park House, Alton. The County Planning Officer reported receipt of further comments from the Willow Court Residents Association in which they had
requested that a sloping roof be provided on the building on the wing adjacent to Willow Court. Councillor Ludlow, the local member, expressed strong support for the proposal.
RESOLVED:
That planning permission be granted for development by the County Council comprising the construction of a new day services facility to replace an existing bungalow at Park House, High Street, Alton (F.37227) subject to the conditions specified in the report.
97. (A) PROVISION OF A TEMPORARY UNIT TO PROVIDE DRAMA, DANCE AND JUDO FACILITIES (UNTIL 31 AUGUST 2006) AT THE HURST COMMUNITY SCHOOL, BRIMPTON ROAD, BAUGHURST, NEAR TADLEY (BDB/53254)
(B) PROVISION OF TEMPORARY ACCOMMODATION TO PROVIDE A PLAYGROUP (UNTIL 31 AUGUST 2006) AT THE VYNE COMMUNITY SCHOOL, VYNE ROAD, BASINGSTOKE (BDB/53255)
The Committee considered the report of the County Planning Officer (Item 9 in the Minute Book) on temporary accommodation for two Basingstoke area schools.
RESOLVED:
That planning permission be granted for development by the County Council comprising:
(i) A temporary unit to provide drama, dance and judo facilities (until 31st August 2006) at the Hurst Community School, Brimpton Road, Baughurst , near Tadley (BDB/53254) subject to the condition specified in the report.
(ii) The provision of a temporary unit to provide a playgroup (until 31st August 2006) at the Vyne Community School, Vyne Road, Basingstoke (BDB/53255) subject to the conditions specified in the report.
98. DEVELOPMENT CONTROL SCHEDULE
The Committee considered the report of the County Planning Officer (Item 10 in the Minute Book) on details of planning applications determined either by the County Planning Officer under delegated powers or by the Regulatory Committee; outstanding applications; enforcement action and other related development control matters.
RESOLVED:
That the report be noted.
