RECOMMENDATION:
That the building design project appraisal for the scheme to provide additional Key Stage 2, Basic Need and IT and staff accommodation at Balksbury Junior School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £ 1,296 per m2 excluding abnormals.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
It is anticipated that the annual fuel cost for the school will be in the order of £6,640 per annum (£3.57 per m2).
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A basic need bid was submitted to the Department for Education and Skills (DfES) in September 2001 for 60 basic need places which was subsequently successful. The proposed scheme will increase the school from 10 classrooms to 12 with a capacity of 360 places. There are currently 265 pupils on roll which is projected to rise to 363 by September 2004.
3. DETAILS OF SITE
LOCATION
Balksbury Junior School is located at Salisbury Road, Andover.
ADJOINING LAND AND BUILDINGS
The schools is located within a residential area on the western side of Andover. Floral Way boarders the site to the north with residential accommodation to all other sides. A public footpath boarders the length of the western boundary of the site.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 6.96 acres (2.82 hectares) and is shared between the Infant and Junior Schools The DfES guideline for the two schools on the site is 6.84 acres (2.77 hectares).
PLANNING POSITION
A detailed formal Planning Application for this scheme was submitted to the County Planning Officer during July 2002.
SUITABILITY FOR PROJECT
The scheme to extend the school will provide the appropriate accommodation for Key Stage 2 pupils. The project also realises the requirement to provide additional basic need and IT and staff accommodation along with improved administration facilities, reception area and library.
The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
Site investigations undertaken for the previous recent development on this site have been used in the development of this scheme.
The proposed extensions will have strip foundations to a depth of between 600 - 800mm.
ACCESS
Two vehicular access points are located on Floral Way to the north of the site. The entrance to the far north west corner serves the Infant School with a second entrance to the far north east serving the Junior School.
Pedestrian access to the site can be made from Floral Way to the north, Sycamore Walk to the west and from a pedestrian access point to the east of the site.
The existing vehicular and pedestrian entrance arrangements will remain unaltered
COMMENTS ON SITE LAYOUT
Balksbury Infant and Junior Schools share a site, with the Infant School located to the north and the Junior School positioned in the centre of the site.
The Infant School car park is along the northern boundary with the school building and play areas to the south. Further south the Junior School car park is located close to the eastern boundary of the site with the school building and swimming pool to the south. The Junior play area is against the western boundary with the playing field extending to the southern boundary.
The three classroom extension will adjoin the northern elevation of the building and will run from south to north. The reception and administration office will be extended to the northern elevation adjacent to the three classroom extension. The IT room extension will be to the rear of the site and will adjoin the existing building on two elevations.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise the modification of the existing pedestrian pathway and area adjacent to the new main entrance and low level planting to these areas.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct three single storey extensions to the existing building. The largest of the extensions will be constructed to the northern elevation of the building and will provide three classrooms and a link corridor which will provide cloak areas for the three classrooms.
A second extension will be constructed to the northern elevation, adjacent to the classroom development, to extend the existing entrance, reception area and administration office.
The third extension will be to the southern elevation of the building and will provide a new IT/Resource room and an enlarged staff room. A staff work room will be created within the staff room.
The existing library will be reordered to accommodate the proposed new extensions and the library will be refurbished.
PLACES PROVIDED
60 additional places will be provided.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school was constructed in 1966 and is of a SCOLA design. A single classroom extension was constructed in 1999 to the eastern elevation of the main school building. The existing buildings on site are considered to be in a fair condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary classrooms on site and none will be required either during or upon completion of these proposals. A timber clad timber frame building is used as a changing room for the swimming pool and three timber stores are located to the very east of the site.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extensions to the existing building have been designed and materials chosen to match or compliment the form and materials of the existing building.
The extension to the reception area and landscaping in this area will create a more defined entrance and pedestrian access to the building.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extensions will be of a single storey steel frame construction with rendered masonry walls. The roof will be flat with a high performance felt covering with celestory glazing. Windows and doors will be timber framed and double glazed.
FACILITIES FOR THE DISABLED
The new extensions will have level access and level access will be retained at the point which the extensions adjoin the existing building.
HEATING AND VENTILATION SYSTEMS
The existing gas fired low-pressure hot water system feeding radiators will be extended to serve the proposed new extensions.
Ventilation to the teaching areas will be by natural means via opening windows. Mechanical ventilation will be provided to the refurbished library.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will provide the required additional basic need and Key Stage 2 accommodation along with enhanced staff, IT, library and reception areas.
CAR PARKING
As part of this project an existing car park to the east of the school will be extended by three car parking bays.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide purpose designed accommodation for Junior aged pupils along with a new IT/Resource area and improved library facilities.
The scheme also addresses the need for enlarged staff accommodation and reception and administration areas.

Current arrangements will continue when the new building is complete.
