1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the South Hampshire Rapid Transit A3 Portsmouth-Waterlooville-Horndean Public Transport Priority Corridor, Section 2b Purbrook to Waterlooville be approved, subject to the following conditions:
(i) That full public consultation shall be included in the review of performance of the bus gate after 18 months of operations, to determine if it is retained, revised or removed.
(ii) That the proposed landscape strip should include the most mature trees practically possible, together with quick growing hedgerow species, to ensure that the landscape screen is established as soon as possible.
(iii) That the location of bus shelters, street lights and parking areas be determined in liaison with local Members and residents, subject to matching operational requirements to the needs of the local community.
(iv) That the Winchester City Council's Major Development Area Working Party and developer for the Major Development Area West of Waterlooville be asked to give high importance and the greatest consideration to the inclusion of a rural footpath adjacent to the new landscape strip.
2. Reasons
2.1 The Executive Member for Environment will have considered the attached report on 10 September 2002 and any comments will be reported orally. As the project value is greater than £500,000 the approval of the Executive Member for Policy and Resources is required.
2.2 Construction of Section 1 Widley to Purbrook will be completed by January 2002 and construction of the second section of the corridor cannot be started without approval of the Project Appraisal for Section 2b.
