REPORT OF THE
SOCIAL CARE POLICY REVIEW COMMITTEE
PART II
1 The Social Care Policy Committee has adopted a positive approach to their three main areas of work, policy development, scrutiny and best value.
2 The Committee has advised the Executive Member and the Cabinet on a number of key areas of policy development.
(i) Performance Assessment Framework.
(ii) Fairer Charging Policies for Home Care and other Non-Residential Services.
(iii) Organisational Arrangements for the Adult Mental Health Services.
(iv) Social Services Inspectorate Inspection of Social Care Services for Older People.
(v) Social Services Inspectorate Annual Review Letter and Star Rating System.
(vi) Review of Charging Policies for Non-Residential Services.
3 The Committee has also held a number of workshops/briefings to look at various best value options and the proposed Social Care and Information Strategy Systems Replacement and Development Programme.
4 A significant part of the workload of the Committee has been in the area of Best Value and the Executive Member for Social Care has been advised to implement the outcomes of the Best Value Reviews of:-
(i) Looked After Children.
(ii) Mental Health Care Approach Programme/Care Management.
(iii) Care Management.
(iv) Residential Care of Older People.
(v) Mental Health Residential, Nursing and Accommodation Services.
(vi) Residential Services for People with Learning Disabilities and Disabled People.
5 The Committee also reviewed the progress on last year's Best Value reviews:
Children and Adolescent Mental Health Services.
Mental Health Provider and Contracted Services (Day and Community Support Services)
Receivership Services
Day Care Services for Older People
Disabled Persons Parking Permits Scheme
Occupational Therapy, Equipment and Technician Services
Day and Resource Centres for Physically Disabled People
Day Activities for Adults with Learning Disabilities
Transport Services
Complaints Services
Information Analysis Service
Employment Services
and gave consideration to the Year 3 Best Value Programme which will include Best Value Reviews of:-
Support for Older Persons at Home
Supporting People who Misuse Substances and who have AIDS/HIV
Support for children in the community
Meeting the social care needs of people with sensory impairment
Support for disabled people at home
6 The Committee's programme for the future includes consideration of reports on the New Complaints Procedure; Recruitment, Retention and Overtime; Capacity Building for Residential Services; Care Trusts and NHS Reforms from the Budget.
