WORKING ARRANGEMENTS BETWEEN THE YOUTH SERVICE AND SCHOOLS
1. The Executive Member has approved a new protocol for guiding the working arrangements which exist between the Youth Service and schools in Hampshire. He did so in the light of views on the arrangements expressed by the Youth Panel, who welcomed the proposed protocol and the guidance it gave to headteachers and governors, Youth Service managers, senior youth workers and other key people in the Education Service. The Executive Member endorsed the principles, practices and financial arrangements for Youth Service work on school sites set out therein, particularly
· The statement on shared values.
· Guidelines on the working arrangements for managing Youth Service work on school sites, especially where there are youth centres on school premises.
· Code of conduct in relation to pupils, young people and visitors.
· Framework for agreeing financial costs and payments.
2. The protocol has been the subject of full consultation with schools and the Youth Service, and the agreed document will have the effect of improving the guidance given to headteachers, governors and youth workers. The ultimate emphasis is on practical co-operation to achieve a range of services for children and young people through effective use of the property assets represented by schools.
