1. Summary

1.1 The following decision is sought:

That the Cabinet approves the annual Harbour Dues charge for the River Hamble for the calendar year 2003 at £9.63 per metre (plus VAT).

1.2 The setting of this charge would normally be delegated to the Executive Member for the Environment. However, Councillor Estlin is a boat owner with a mooring on the River Hamble and therefore has an interest in the charge.

1.3 The attached report includes full details of the River Hamble budget for 2002/03 and the calculation of the proposed charge. This report was considered by the River Hamble Advisory Committee on 5 June 2002, and the River Hamble Harbour Management Committee on 21 June 2002.

2. Reason

2.1 Annual Harbour dues charge for the River Hamble, to fund the operations of the Harbour Authority.

3. Other options considered and rejected

3.1 At the Harbour Management Committee some representatives of river users suggested that a lower charge should be set by drawing money from reserves. The Harbour Management Committee expressed concern over the scale of the increase, but on a majority vote, the Harbour Management Committee voted to support the charge proposed in this report.
