1.1 The following decisions are sought:

i) that partnership funding totalling £33,763.00 be approved for allocation from the Community Buildings Fund as listed below:

1. Summary

1.1 The County Council works in partnership with specific community organisations particularly community associations and village hall committees who seek to enable local people to meet the recreational, educational, social, cultural and environmental needs of their local communities. These organisations give local people an opportunity to participate in local activities and encourage local initiatives by people of all ages.

1.2 The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities, and to contribute by way of grant or loan towards expenses incurred by voluntary bodies in providing such facilities.

2. Purpose of Report

2.1 The purpose of this report is:

i) to provide details of the current financial position of the community support budget ( Appendix 1)

ii) to provide details of requests for financial support from the Community Buildings Fund from voluntary Village Halls and Community Associations as set out in Appendix 3.

2.2 The proposals in Appendix 3 amount to £33,763 and can be met from the Community Buildings Fund. This will leave a balance of £23,713 for the remainder of the year. The partnership funding distribution criteria is set out in Appendix 2. All projects meet fully the criteria and have been allocated a proposed level of funding in line with the criteria.

3. Recommendations

i) That partnership funding totalling £33,763 be approved for allocation from the Community Buildings Fund.

Appendix 2

The application criteria for the Community Buildings Fund is as follows:

Partnership funding is allocated to support:

· Building repairs, extensions and refurbishments

· Health and Safety issues

· Equipment to improve the buildings and increase usage

· Feasibility Studies

Who can apply:

· Village Halls (not parish run halls)

· Community Associations

· Other similar community groups

· Church Organisations that have a separate community programme on their property

Funding criteria:

· For projects costing less than £15,000, the funding criteria is up to ⅓ of the cost.

· For projects costing more than £15,000, the grant is calculated at 50% of the combined district and parish contribution up to a maximum of 25% of the project costs or £12,500, whichever is the lesser.

Project:	Build new storage and committee rooms, re-order toilets and entrance hall to include disabled and baby facilities, re-order food servery, refurbish and extend main hall.
Criteria:	Building repairs, extensions and refurbishments.
Cost:	£200,000 based on architects estimates.

Statement:	This project is required to enlarge and improve the hall facilities to meet the demands and needs of an expanding community.

Project:	Provide new entrance foyer, gents toilets, changing and storage rooms, and rear wheelchair access from car park.

Statement:	This is phase II of a 2 phase major modernisation programme. Phase I was completed in 1998. The completion of phase II will bring the building up to modern day standards and raise the profile of this facility.
Funding:	East Hants District Council - £25,000 applied for Bramshott & Liphook Parish Council - £3,500 applied for Other unspecified applications have been made.
Recommendation:	£12,500 as 50% of District contribution subject to approval of application to E.H.D.C.

Project:	Install CCTV system and guard rails to fire escape.
Criteria:	Health and Safety Issues

Statement:	Merchistoun Hall has suffered extensive damage through vandalism including losses through forced entry and theft. Additionally there is a health and safety issue through the easy access to the roof area via the rear fire escape. This would leave the Association liable should anyone fall from the roof.

Statement:	The number of groups wishing to use the hall for variety shows, choral concerts, pantomimes and drama productions has increased recently. Other uses planned include theatre in the round, children's dance group presentations and fashion shows.

Project:	Install loop system to small hall, sound reinforcement system to main hall linked to loop system and 2 chair lifts to improve accessibility.
Criteria:	Equipment to improve the building and increase usage.

Statement:	This is the first phase of a project to meet DDA compliance by 2004 following a pre-audit report produced by a working party to examine access and facilities for the disabled.
Funding:	Corhampton & Meonstoke Parish Council not in a position to support financially at this time. Not able to meet Winchester City Council criteria for funding due to inability of Parish to fund. Local donation of £1,598 (incl. Gift Aid tax relief) received in lieu of Parish funding.
Recommendation:	£3,266 (one third)
