THE CONNEXIONS BUSINESS PLAN

1. Introduction

1.1 The Committee received a report in 2001 setting out the initial arrangements for the establishment of a Connexions Partnership in Hampshire and the Isle of Wight. At that stage, new services for 13-19 year olds at risk of "social exclusion" were being piloted in this area. The Committee asked for a further report once the pilot period came to an end.

2. The Business Plan

2.1 The Committee will receive a verbal presentation from Pamela Charlwood, Chief Executive of the South Central Connexions Partnership. This presentation will supplement the summary of the Connexions Business Plan, which is attached. (Appendix A).

3. Link to Youth Crime Prevention

3.1 The new investment in connecting up existing services and supporting young people "at risk" brings significant opportunities for youth crime prevention. Many young offenders do not receive accurate information about educational and training opportunities, nor receive the support that they need to take advantage of it. Connexions and Youth Offending Teams share a common objective, which is to ensure that by 2004, all young offenders under the supervision of the youth offending team are in education, training or employment. Connexions and Yot will report annually on progress towards this target.

3.2 The four local management committees of the Connexions Partnership are implementing strategies aimed at developing joint working with the Youth Offending Team. In Portsmouth and on the Isle of Wight, for example, Personal Advisers are being recruited, funded by Connexions, and based with Yot teams. In Southampton, clear arrangements have been put in place to enable Yot staff to refer young offenders to new Personal Advisers, based with a voluntary organisation. Across the partnership, a written protocol is being developed aimed at ensuring that all young offenders have access to a named Personal Adviser, and that appropriate support and information are provided without duplication of resources.

4. Conclusion

4.1 The primary purpose of this report and presentation is to inform members about the arrangements for the establishment of the new Connexions Partnership.

5. Recommendation

    It is recommended that the committee;

    i. Note the report and presentation concerning the South Central Connexions Partnership.
