1. Summary

1.1 This report set out details of the additional monitoring undertaken in May and September 2002 as part of the North East Hampshire Transport Strategy (NEHTS). Some comparisons are made between the data collected in 1999, 2001 and 2002, with the additional data providing a wider coverage of transport data for the NEHTS area.

2. Introduction

2.1 On 13 February 2002 Members considered a report detailing the monitoring exercise undertaken in February and September 2001 as part of NEHTS. The report highlighted significant differences in the recorded data between the years 1999 and 2001 at the B3272 Darby Green site. As a result this site was resurveyed on Wednesday, 1 May 2002.

2.2 Members raised concern at the lack of monitoring sites for the area west of Fleet. As a result, four new traffic monitoring sites have been identified and surveyed, namely:

      (i) A287/B3349 Odiham;

      (ii) A30/A287 Hook;

      (iii) A30/B3349 Hook; and

      (iv) B3011/B3349 Heckfield Heath.

2.3 The railway stations at Hook, Winchfield and Aldershot have also been surveyed. Both the four traffic monitoring sites and the additional railway stations will be included in the NEHTS monitoring programme for future years.

3. Survey Results - Traffic and Bus Survey Data

3.1 Following the NEHTS monitoring undertaken in September 2001, it was decided to resurvey site 2 on the B3272 at Darby Green due to perceived anomalies in the data. The manual classified count and bus survey indicated a large increase in traffic and bus patronage at this site between the data collected in 1999 and 2001. The site was surveyed again on Wednesday, 1 May 2002. Results are shown in the tables below.

    During the 2002 bus survey the following additional bus services were included in the count compared to 2001: 18, 200, 22, X7, X37, 414, 200.

3.2 The table below shows the traffic flows recorded at the new traffic monitoring site in September 2002. The morning peak traffic flows
(8-9 am) and heavy commercial vehicles (HCV) were recorded as part of the manual classified counts. The HCV proportions are low compared to the national average which is in the region of 6%, with the exception of Derbyfields which is due to the activity of the agricultural holding.

4. Rail Data

4.1 The table below shows the level of rail patronage, cycle and car parking at Hook and Winchfield rail stations. Aldershot rail station is to be surveyed in October 2002. These rail stations will be included in the future monitoring survey programme for the NEHTS area.

5. Conclusion

5.1 The data obtained in 2001 and 2002 with the Transpol household questionnaire surveys will be compared with future surveys to establish trends and changes in transport behaviour and levels of activity in the NEHTS area. It is planned to repeat the Transpol survey in 2005 and the area strategy monitoring in 2003 and again in 2005 to coincide with the Transpol survey.
