AT A MEETING of WINCHESTER HIGHWAY MANAGEMENT ADVISORY PANEL of Hampshire County Council held at The Guildhall, Winchester, on Thursday

1. DECLARATIONS OF INTEREST
There were no declarations of interest.
2. PANEL CONSTITUTION AND PURPOSE
The Panel considered a report of the County Surveyor detailing the terms of reference for the Winchester Highway Management Advisory Panel.

3. CHAIRMAN'S COMMUNICATIONS
The Chairman confirmed that Alison Quant had been appointed to the post of Director of Environment for Hampshire County Council with effect from Monday 28 October 2002. The Chairman also confirmed that David Tarrant had been appointed to the post of Deputy Director of Environment.
The Chairman reported to Members that, due to his heavy workload as the Executive Member for Environment, three Councillors had been appointed as official deputies with specific areas of responsibility as follows:-
Councillor T.G. Knight: Traffic
Councillor C.R.H. Davidovitz: Planning
Councillor Sir James Scott: Countryside
4. DEPUTATIONS

5. BLUEPRINT PROGRESS AND AREA EAST ORGANISATION
The Panel considered a report of the County Surveyor (Item 5 in the Minute Book) on the progress of the Blueprint, including progress within the districts and areas, the issues of traffic management and development control and searches and in addition the details of the organisation of the newly created Area East.
The County Surveyor confirmed that agency arrangements for highway maintenance in Winchester ceased on 1 May 2002. However, the county-wide term maintenance contract would not take effect in the Winchester urban area until spring 2003. In addition the Arboricultural section was now the responsibility of the new Area East Management. The County Surveyor confirmed that the Assistant Chief Engineer and his team were now based at the Winchester Sub-Office and were responsible for dealing with day to day issues and could be contacted by telephone on 01962 848108. The County Surveyor also confirmed that in respect of traffic management, a new draft agreement would be issued by Hampshire County Council's Chief Executive shortly. Any traffic regulation order that was already in the pipeline would be completed by Hampshire County Council, but orders not yet advertised could be handled by Winchester City Council.

6. THE ASSESSMENT OF THE HIGHWAY CONDITION IN HAMPSHIRE
The Panel considered a report of the County Surveyor (Item 6 in the Minute Book) outlining the systematic approach currently in place to assess the condition of the highway network in Hampshire and the changes required to the condition assessment arrangements due to the County Council's Best Value Review, the implementation of the National United Kingdom Pavement Management System (UKPMS) and the recently launched National Code of Practice.
The County Surveyor gave a short presentation explaining the methods used to assess the condition of the roads, cycle tracks and footways. Members were advised that a new national assessment scheme was currently being developed called UKPMS. The new system would give best value performance indicators and the Department for Transport would in future allocate the funding for principal roads nationally based on this system.

7. HIGHWAYS MAINTENANCE BUDGET 2002/03
The Panel considered a report of the County Surveyor (Item 7 in the Minute Book) outlining the Highways Maintenance budget county-wide and the specific budget and works programme for Winchester. The County Surveyor detailed the background to the report and highlighted the need to target money in the worst areas in order to demonstrate to Government that the County Council was meeting the conditions of the local public service agreement which it had recently signed up to.
The officers amplified the report and answered members' detailed questions.

8. OTHER NETWORK MANAGEMENT PROGRAMMES
The Panel considered a report of the County Surveyor (Item 8 in the Minute Book) detailing the key issues in respect of other Network Management programmes.
The County Surveyor reported that the County Council's casualty reduction and safer routes to school programme comprising 70 schemes, had produced encouraging accident reduction and financial rates of return. The results had attracted increased levels of funding from the Department for Transport. It was emphasised that the schemes included were prioritised on the basis of police injury accident records and that to qualify for extra funding the targets for lower accident rates had to be met. Details of the schemes within the Winchester area were appended to the report.
An amendment in paragraph 4.4. of the report was noted as follows:-
(ii) Meadow Way to be replaced by the Ridgeway.

9. TRAFFIC MANAGEMENT PROGRAMME 2002/03
The Panel considered the report of the County Surveyor (Item 9 in the Minute Book) on the traffic management programmes for 2002/03 to be undertaken in the Winchester area. These were for revenue funded Traffic Regulation Orders and signing schemes and also the capital funded Rural Traffic Calming schemes in partnership with parish councils.
An amendment to Appendix 1 of the report was noted under the heading of Traffic Regulation Orders, the last entry which read "Winchester, all roads in CPZ" under the column headed "Type", the text should read "permit fee increase".

10. OTHER HIGHWAY RELATED CAPITAL SCHEMES
The Panel considered the report of the County Surveyor (Item 10 in the Minute Book) detailing the key issues in respect of other highway related capital schemes for the Winchester Central Hampshire Rural Transport Strategy schemes and Winchester Movement and Access Plan schemes.

11. DATE, TIME AND VENUE FOR THE NEXT MEETING OF THE PANEL
RESOLVED:
That the next meeting of the Panel should take place on Friday, 28 February 2003 at 2.30 p.m. at the Winchester Guildhall. This was a change to the published County Council calendar of meetings for 2003 and the new date would be updated on the County Council's website.
