1. Summary

1.1 The following decision is sought:

      That, subject to agreement of the Highway Management Advisory Panel for the Winchester area, the Project Appraisal for improvements to the junction of Great Minster Street/Little Minster Street, Winchester be approved.

2. Reason

2.1 These improvements are part of the overall Winchester Movement and Access Plan which aims to take a balanced approach to managing travel demand in Winchester.

3.1 No other significantly different options were considered possible.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

This project is part of the Winchester Movement and Access Plan (WMAP) programme. WMAP aims to increase the quality of life for residents of Winchester by catering for travel demand in a sustainable manner, with greater emphasis on the use of public transport, walking and cycling as alternatives to the car.

The Great Minster Street/Little Minster Street junction is located immediately to the west of a pedestrian access point to Winchester Cathedral grounds (see attached location plan). The proposals aim to enhance pedestrian amenity in this environmentally sensitive area.

At the WMAP Panel on 8 June 2000 the scheme was noted as part of the Pedestrian and Cycle Improvement Schemes programme. It was considered in detail by local County and City Council Members at a meeting on 27 November 2001. The scheme was confirmed as part of the Capital Programme by the Executive Member for Environment on 25 January 2002.

National/County network and policies

There is a clear need to enhance opportunities for walking in the Winchester area by making it both an attractive and safe option. The proposals will achieve and support these objectives.

Details of scheme and design standards

The proposals are for a flush pedestrian crossing point to be constructed in Great Minster Street adjacent to the pedestrian access point to the Cathedral grounds. The kerbline will also be realigned to increase the area of footway. The construction work will utilise materials that are appropriate for this environmentally sensitive area.

The scheme has been designed in accordance with Department for Transport, Local Government and the Regions and County Council specifications.

Environmental impact

There is expected to be only minimal environmental impact arising from these proposals.

Land requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory procedures

No statutory procedures are anticipated at this stage.

Public consultation

A public exhibition of the proposals was held during the summer of 2001. The majority of those consulted at the exhibition supported the proposals.

Local Member's Views

The local Member, Councillor Mrs Peskett, in whose division the works are to be undertaken and who is also on the WMAP Panel, supports the proposals.

Facilities for the disabled

The flush crossing will be a significant improvement for mobility impaired people.

Maintenance implications

There will be minimal implications and any will be taken into account at the setting of the annual budget.

Crime and Disorder Act 1998

The provisions of this Act have no impact on the proposals.

Sustainability

The scheme will enhance the environment for walking, thus widening travel choice and reducing dependence on the car.
