1. Summary

1.1 This report covers the following issues:

    (i) Winchester CHARTS (Central Hampshire Rural Transport Strategy) schemes; and

      (ii) WMAP (Winchester Movement and Access Plan) schemes.

2. Central Hampshire Rural Transport Strategy Schemes

2.1 The programme and progress on the Winchester CHARTS schemes are attached as Appendix 1.

3. Winchester Movement and Access Plan

3.1 The programme and progress on the WMAP schemes are attached as Appendix 2.

3.2 On 14 May 2002 the Executive Member for Environment approved a project appraisal for Great Minster Street/Little Minster Street, Winchester - Junction Improvements, subject to the agreement of this Panel. The project appraisal is now attached as Appendix 3 for Members' consideration and endorsement.

That the report be noted.

First village on route to be looked at in detail is Twyford. The traffic management scheme was consulted on in July 2002. Results of consultation are being analysed for implementation start 2003. Colden Common is the next village to be progressed.

New bus stops at villages in study area (Bramdean, Cheriton, West Meon).

Otterbourne Village traffic calming phase 2

Externally funded

Scheme on site - due for completion November 2002. Includes new 30 mph speed limit, traffic calming measures, cycle lanes and a mini-roundabout at Kiln Lane.
