1. Summary

1.1 Following competitive tendering in accordance with Standing Orders and United Kingdom and EU procurement legislation, this report seeks approval to award three year contracts (potentially extendable for a further two years) for the management of 23 of the County Council's household waste recycling centres to suitably qualified and experienced contractors submitting the most advantageous tenders.

1.2 The following decisions are sought:

    (i) That contracts for the management of the following household waste recycling centres be awarded to the identified contractors:

        Onyx Hampshire Limited Contract Areas RC1 and RC2

        Hopkins Recycling Limited Contract Areas RC3 and RC4

        Hampshire Recycling Limited Contract Area RC5

    (ii) That the County Surveyor and County Treasurer be given delegated authority to agree contract variations with the successful tenderers and Hampshire Waste Services Limited so as to reduce the overall cost of providing the household waste recycling centre service at least to within available budgets.

    (iii) That a further report be brought to the Executive Member for Environment in November 2002 identifying further options and proposals for reducing the costs of the service, should the discussions outlined in (ii) not be successfully completed.

2. Reason

2.1 To ensure efficient and effective provision of the household waste recycling centre service.

3. Other Options Considered and Rejected

3.1 None. The HWRC service is provided as a statutory obligation of the County Council as a Waste Disposal Authority. Procurement processes for delivery of the service are set out in the Environmental Protection Act 1990 as well as in United Kingdom and EU legislation.
