1. Summary
1.1 The following decision is sought:
That an Order be made under Sections 1, 2, 4, 32, 35, 45, 46, 49 and 51 of the Road Traffic Regulation Act 1984, the effect of which will be to restrict waiting and amend parking place provision in roads at Barton-on- Sea, New Milton, as specified in Appendix 4 of this report and shown on the attached location plan TS3719 and as per the detailed drawing R401 which will be displayed at the meeting.
2. Reasons
2.1 The proposals have been put forward following a general review of existing waiting restrictions in Barton-on-Sea and after receiving a number of requests from residents to consider additional/revised restrictions. They have been developed in liaison with the local Member, Councillor Mrs Banks, New Forest District Council local Members, New Milton Town Council and the Police. The proposals are intended to maintain and promote road safety, particularly at road junctions and assist vehicle passage, whilst giving consideration to providing additional short-term parking near the central shopping area.
3. Other Options Considered and Rejected
3.1 Other options would be not to proceed with any restrictions, to introduce all proposals as advertised or to implement a different form of modified scheme. Many of the objections received appeared to be based on a misunderstanding that much more extensive restrictions were proposed. However, in some cases modifications to the advertised proposals have been agreed with the local Member and the Police in view of the issues raised in the objections.
3.2 Forty-seven letters were received following the formal advertisement, two enclosing separate petitions (against any changes) containing approximately 474 and 420 signatories. Forty-four people objected to all or specific aspects of the proposals and three gave general support (see Appendix 1 for list of correspondents).
3.3 Appendix 2 summarises the proposals that are recommended to be implemented as advertised in the draft Order. Appendix 3 summarises the advertised proposals which are now recommended to be modified in the light of the objections received.
3.4 The local Member - Councillor Mrs Banks and other local representatives have been re-consulted under the normal agency arrangements by New Forest District Council and have confirmed their support for the proposals to be implemented as recommended in this report. The Police are also in agreement.

General - there is no need to alter the existing arrangements which work satisfactorily. More restrictions will inconvenience and deter visitors and residents particularly the elderly and disabled. Businesses will also be adversely affected. Cliff top car parks are already full in the summer. |

The proposed changes have been put forward following a general review of existing restrictions in Barton-on-Sea and after receiving a number of requests from residents to consider additional restrictions. The majority of the existing `no waiting' restrictions have been in place since 1972 or earlier and are seasonal May to September. | |

The overall proposals have been carefully aimed at avoiding a transfer of parking demand to inland roads. The vast majority of the existing unrestricted lengths of roadside along the cliff top would remain unrestricted under the current proposals. They aim to generally strengthen existing restrictions to `no waiting at any time' and introduce one side `no waiting at any time' where both sides are currently unrestricted, the latter formalising the current parking arrangements of south side parking. Full restrictions are only being proposed close to junctions and to protect disabled access to the cliff top. | ||||

The additional summer daytime (9 am-7 pm) effect of the proposals will be minimal and it is not anticipated that there will be any transfer of parking to inland unrestricted roads. | ||||

The imposition of widespread waiting restrictions along the cliff top roads will transfer parking to side roads. |

A number of objections have been made apparently based upon wrong interpretations of the Public Notices for the Traffic Order. Assumptions have been made that whole lengths of listed roads, rather than only sections of those roads, were to be restricted. The proposals only affect roads close to the cliff top and almost all of the currently used parking areas along Marine Drive, Marine Drive West and Marine Drive East will remain. | |

With respect to Becton Lane, the proposed restrictions should be extended to protect additional individual and shared private accesses and a new development road. |
(v) |
Additional restrictions are only being proposed at junctions and to protect public access points. In Becton Lane, its approach to the junction with Marine Drive East is included in the proposal, extended to cover the next adjacent private access on each side. There is not significant on-street parking in this location, as long lengths of uncontrolled parking are available on the south side of nearby Marine Drive East. Extending the restriction further north, as suggested, would only tend to move any parking that does occur towards other private accesses and the junction with Grove Road, where visibility is limited. | |

With respect to Marine Drive West, the proposals for that road and Marine Drive will increase parking on the south side of Marine Drive West (cul-de-sac section) and additional seasonal restrictions should be introduced on that road to prevent damage to the verges and footways on the north side and restriction of access to residents' driveways. |
(vi) |
The proposals are limited to protecting the Marine Drive West turning head, junctions and cliff top access points only and will not significantly reduce existing parking availability on the south side of this road. The south side parking does not result in safety concerns and to prohibit parking here would transfer parking to unrestricted inland roads. The proposed change for Marine Drive only extends the existing summer daytime (9 am-7 pm) `no waiting' to all day, and therefore there is no change in parking availability during the busier visitor parking times in that road. | |

With respect to Cliffe Road and other side roads off the cliff top, further restrictions should be included to prevent hazards to children, ensure access by emergency services and protect junctions further. |

With respect to Marine Drive West and Marine Drive East, these roads should be restricted in a similar way to Marine Drive, which has `no waiting' both sides rather than just one side. Charges should be levied for on-street parking as in other towns, weight restrictions should be considered for the cliff top roads to prevent `rat-running' and reduce damage to the area's unstable cliffs, and traffic calming should be provided to reduce speeds. |

Marine Drive West and Marine Drive East are wider than the central section Marine Drive. In view of this and its situation linking the two main access routes from the A337, Marine Drive is currently restricted during the working day on both sides during the summer season. Marine Drive West and Marine Drive East currently accommodate parking on their south sides and the proposals retain that arrangement. Further removal of on-street parking along these roads would transfer parking demand to inland roads. On-street parking charges, weight restrictions and traffic calming are not being considered as part of this proposal. | |

With respect to Sandmartin Close, there is no necessity or justification to make the initial entrance to the close `no waiting'. The occasional vehicle parks there but causes no problems and the proposal is a `sledgehammer to crack a nut'. Restrictions at the entrance could encourage parking further into the close. |

There is merit in the point concerning possible parking wherever yellow lines finish. However, the aim with the proposals has been to provide minimum protection at all the public road junctions along the cliff top, and there does not appear to be an overriding reason to vary the treatment at this junction. | |

Restrictions for First Marine Avenue should be on the west side rather than the east side as proposed, in view of the effect parked vehicles on the west side currently have on residents during the summer months (slamming doors, air pollution affecting patios close to road, general noise and intrusion from visitors' vehicles), or the proposed restrictions extended further on both sides, to include vehicular access to the recently developed Barton Chase flats. The proposals would transfer visitor parking along First Marine Avenue and exacerbate parking near older properties with no/limited off-street parking. Residents parking spaces should be provided for any properties without off-street parking. |

The proposals were aimed principally at protecting the junction with Marine Drive East. Recognising that First Marine Avenue is close to the shops and amenities and one of the main pedestrian accesses to the beach, some additional protection of the immediate approach to the Marine Drive East junction was included. This extended section of `no waiting' was proposed for the east side rather than the west side so that any parking would be adjacent to the footway, rather than to the grass verge, for passenger safety reasons. The natural parking, long established in this road, is generally on the west (footway) side. With no restrictions further inland, and the higher demand in this particular location, a transfer of parking may occur. The road would not qualify for consideration of a residents' parking scheme. Local District and County Members have reviewed these representations and support the reduction of the proposals, to provide junction protection only (15 metres both sides). This will leave the established parking along the road generally unaffected. | |

The proposal to extend the length of 1 hour limited waiting from Cliff Terrace towards the public car park opposite First Marine Avenue will seriously affect the viability of the nearby shops/café restaurant. There should be more short term parking controls in the Cliff Terrace shopping area. |

Additional consultations with local shops/cafés have been carried out to ascertain a consensus of view in respect to the retention of the existing section of limited waiting and the proposed extension of the limited waiting along sections of Marine Drive (maximum 1 hour stay). 83% of those that responded supported the retention of the existing restrictions and there was a unanimous view not to extend these short stay areas. |
