1. Summary
1.1 Eastleigh Borough Council acts as agents to Hampshire County Council for traffic management matters within the Borough, responding appropriately to any concerns and issues raised by members of the public.
1.2 Funding for traffic management within the Borough is obtained from a variety of sources. All figures shown are for the financial year 2002/03 unless otherwise stated.
2. Highways Agency Services
Traffic Management Fees Budget: £57,100
Signs and Lines Works Budget: £5,000
(Oct 2002-April 2003)
2.1 This budget is used for staff time to investigate general traffic management issues; responding to the public, liaison with Hampshire County Council, parish and town councils, emergency services and other organisations. It is also used to investigate and provide, where appropriate, disabled drivers parking bays on the highway.
2.2 As from October 2002, the budget available for new signs and road markings will be 10% of the Aids to Movement budget for the Borough. No provision has been made for associated staff time, which will need to be funded from the Highways Agency Services Traffic Management fees budget.
2.3 Maintenance of existing signs and lines will be undertaken by the County Council through Hampshire Highways East.

3.1 These staffing budgets are used within the appropriate area for dealing with local traffic issues and orders.
3.2 All issues brought to the attention of Eastleigh Borough Council are recorded on its Geographical Information System, unless the matter can be resolved or dealt with relatively simply, for example by the introduction of non-regulatory signs or lines.
3.3 On an annual basis, all issues received within the last two years are compared with personal injury accident statistics over a three-year period to produce a manageable list for further study. This prioritised list is subject to endorsement by the appropriate Local Area Committee.
3.4 A prioritised traffic study is subsequently undertaken and the recommendations presented to the Local Area Committee for approval.
3.5 Traffic studies within the Borough cover a range of both traffic and road safety related topics, such as speed limit reviews, parking restrictions, traffic management measures and safer routes to schools.
3.6 The recommendations are followed up and implemented, subject to appropriate consultation and available funding.
3.7 The current programme for traffic issues and orders is attached as an appendix.
4. Agency Funded Traffic Regulation Orders
Fees Expenditure: £24,800
Fees Income: £13,500
Works Budget: £12,000
4.1 Traffic Regulation Orders (TROs) recommended within a traffic study or those arising as a request from the Police or the local Executive Member with responsibility for Transport and Infrastructure are added to the list of TROs to progress. This list is progressed chronologically dependent upon staffing resources, unless prioritised by the Police or aforementioned Executive Member.
4.2 Top-up bids for the works budget can be made to the County Council as required.
5. Other Traffic Regulation Orders: £variable
5.1 The Local Area Committees can allocate funds to progress TROs ahead of others on the chronological list, if they deem it necessary.
5.2 Funding for TROs may also be secured from developers as part of Section 106/278 Agreements and those associated with capital projects.
6. Road Safety: £11,200
6.1 The Borough has this budget to investigate general traffic management and road safety issues. In general, the budget is used specifically for road safety, for example, updating injury accident statistics on the database and work carried out in connection with the Borough's Road Safety Strategy.
7. Other Signing Schemes: £variable
7.1 Signing schemes are undertaken as required, often on behalf of the County Council and also within capital works. Some signs may also be provided if privately funded and meeting the criteria set out within Eastleigh Borough Council's signing policy.
