1. Summary
1.1 This report covers the following issues:
(i) Homezones;
(ii) South West Hampshire Transport Strategy; and
(iii) Pedestrian Facilities Programme.
2. Homezones
2.1 In 2001 the Department for Transport (DfT) invited bids for inclusion in a pilot programme of homezones, funded from a special allocation of £30 million nationwide. Three bids were submitted in Hampshire for proposed schemes in Fareham, Gosport and Eastleigh. In the event, only the proposal in Fareham was accepted for funding as part of this nationwide pilot programme.
2.2 The County Council made a separate allocation from the 2002/03 capital programme of £80,000 to assist with the implementation of a programme of homezones. The initial intention was to use these funds to progress the proposed schemes in Gosport and Eastleigh which were not successful in attracting specific DfT grants. However, the proposal in Gosport is being reconsidered and is not likely to proceed as a homezone in the form envisaged in the bid.
2.3 This allocation of £80,000 is therefore available in 2002/03 as a contribution to the proposed homezone scheme in Eastleigh, which covers the Factory Road area and is substantially funded by a development contribution from the Pirelli site. The Borough Council has prepared an outline scheme which is currently being developed and a project appraisal will be submitted in due course.
3. South West Hampshire Transport Strategy
3.1 Programme and progress on the South West Hampshire Transport Strategy schemes are attached as an appendix.
4. Pedestrian Facilities Programme
4.1 A scheme is included in the Capital Programme to install a pedestrian stage in the Bournemouth Road/Leigh Road traffic signals.
