      RECOMMENDATION:

      That the building design project appraisal for a scheme to provide additional basic need classrooms and a shared area for reception aged pupils at Knightwood Primary School be approved.

      The assumption is that the piece of land be obtained at normal value.

      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project

The site of the Primary school was transferred to the County Council for a nominal sum as a development contribution under section 106 of the Town and Country Planning Act 1990.

Building Cost - Net Cost = £ 1,289m2.

The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £3.26 per m2.

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A bid was made to the Department for Education and Skills (DfES) in September 2001 to allow an extension to the existing Knightwood Primary School. The bid was successful and following discussions with the school sufficient accommodation will be provided for a 1.5FE primary school with a capacity of 315 places.

          There are currently 268 pupils on roll which is forecast to rise to 320 pupils by September 2003.

      3. DETAILS OF SITE

          LOCATION

          Knightwood Primary School is located at Bell Flower Way (off Knightwood Road), Valley Park in Chandlers Ford.

          ADJOINING LAND AND BUILDINGS

          The site is bounded to the east by Knightwood Road and beyond that housing, to the south and west by woodland, and to the north by Bell Flower Way.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The school site area is 4.45 acres (1.8 hectares). The DfES guideline for a school of this size is 3.63 acres ( 1.42 hectares).

          PLANNING POSITION

          It is anticipated that a formal detailed planning application will be submitted to the County Planning Officer during September 2002.

          SUITABILITY FOR PROJECT

          The scheme to extend the school will provide the required additional basic need accommodation to serve the rise in pupil numbers attending the school.

          The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.

          RESULTS OF TRIAL BORE HOLES

          The initial site investigation carried out for the construction of the new school will be used for this latest phase of works.

          The report indicated that soft material was encountered to a depth of around 2.0 metres with some instability in the trial pits. Clay was found to be present to a depth of around 5.0 metres.

          The foundations for the proposed works will be piled to a depth of around 10.0 meters and the ground floor will be suspended.

          ACCESS

          All access points to the site for cyclists, pedestrians and vehicles are provided along the northern boundary from Bell Flower Way.

          As part of this scheme it is proposed that a new vehicular entrance be created from Bell Flower Way to the north of the site. This entrance will lead to a newly created drop off point within the existing school's car parking area and the existing entrance will be converted to an exit point.

          COMMENTS ON SITE LAYOUT

          The school site slopes from south to north and from west to east and is roughly triangular in shape. Bell Flower Way boarders the site to the north and Knightwood Road runs along the length of the eastern boundary.

          The school car parking area is positioned along the northern boundary with access roads leading to the kitchen/refuse area adjacent to the school hall and also to the school playing field positioned along the eastern boundary. A new entrance from Bell Flower Way and a drop off area within the existing car park will be created along with additional car parking bays in the north east corner.

          The school occupies a central position on the site in an `L' shape with the longer teaching wing running parallel with the south eastern boundary. The shorter arm of the building houses the reception, hall and kitchen. The school playground is located in the far north west corner of the site and an informal play area flanks the length of the teaching wing.

          The proposed new accommodation will link to both the main teaching wing and the ancillary accommodation wing and will run from east to west across the site. An enclosed play area will be created at the eastern end of the new accommodation for use by the reception aged pupils.

          MAINS SERVICES POSITION

          Existing mains services will be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Landscaping associated with these works will comprise the addition of some 800sqm to the existing hard play area and the creation of an enclosed secure play area adjacent to the new reception classrooms.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey extension, from east to west across the site, which will link to both wings of accommodation. The extension will provide the following accommodation:

          - music / drama room

          - one general classroom

          - two reception classrooms

          - shared area between reception classrooms

          - male and female pupil WCs

          - staff WC

          - stores

          Also included as part of these works will be the conversion of the existing music / drama room, located in the teaching wing, to a general classroom.

          This project will result in a 1.5FE school which includes six Junior classrooms, five infant classrooms and one music/drama room. The library / shared area which is currently being used as a classroom will be restored to library use.

          PLACES PROVIDED

          Upon completion of these proposals 105 additional places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The school was constructed in 2000 on a green field site which had been reserved for the provision of a new primary school required as a result of housing development in the Knightwood area.

          TEMPORARY BUILDINGS

          There is currently one double temporary classroom sited in the south east corner of the site at the southern end of the teaching wing.

          This temporary building will need to remain on site upon completion of these works in order to accommodate large year groups that will be running through the school in the next few years. As the size of each group declines in future years the class sizes will reduce to allow all pupils to be accommodated in permanent buildings.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed extension was included in the original design of the new school and was included as part of the planning application. The extension has been designed and materials chosen to match the form and materials of the existing building.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The extension will be of a single storey masonry and timber laminated beam structure with high performance timber window frames. The external walls will be of a red Hampshire brick and a pitched, gentle curved roof will be covered with cedar shingles to match the existing school. The ancillary areas will have a high felt roof.

          FACILITIES FOR THE DISABLED

          The new extension will be level with the existing building and will have level access throughout. An accessible WC was provided when the school was constructed.

          HEATING AND VENTILATION SYSTEMS

          The existing gas fired boiler plant will be extended to serve under floor heating in the new classrooms and low surface temperature radiators to the WCs.

          Ventilation to the teaching areas will be by natural means via opening windows. Mechanical ventilation will be provided to the WCs and the existing plant room, which will become an internal room when the extension is built.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals will provide the required additional basic need accommodation to serve the future rise in pupils attending the school and were agreed as part of the overall design of the school.

          CAR PARKING

          As part of this project ten new car parking bays will be provided in the north east of the site adjacent to the proposed new vehicle exit. The existing disabled car parking bay will be resurfaced with tarmac.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          These proposals will fulfil the requirements to provide additional basic need accommodation.

          The building was originally designed to be capable of further extension by providing ancillary accommodation appropriate for a 2FE primary school.
