RECOMMENDATION:
That the building design project appraisal for the scheme to provide a new performing arts centre at The Petersfield School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There is no Landlord funded work to be undertaken as part of this scheme.
Value of Land already acquired for this Project
The County Council does not own any part of the site of The Petersfield School, it having transferred to the school governors as Trustees when the school became Grant Maintained (now Foundation Status) in 1999.
Building Cost - Net Cost = £1,425 per m2
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
It is anticipated that the additional fuel cost for the new school will be in the order of £3.29 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The proposed project will provide a purpose built performing arts space enabling better delivery of this aspect of the curriculum. This will remove an existing unusable space from the school's accommodation.
3. DETAILS OF SITE
LOCATION
The Petersfield School is located at Cranford Road, Petersfield.
ADJOINING LAND AND BUILDINGS
The school is bounded by residential accommodation to the south and west with farmland and a caravan site beyond and to the south and a railway line and A3 beyond and to the west. To the north is a TESCO supermarket and Petersfield County Infant School with the town of Petersfield beyond. To the east is The Causeway and low density housing.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 17.3 acres (7.02 hectares). The DfES guideline for a school of this size is 23.96 acres (9.7 hectares).
PLANNING POSITION
A detailed formal Planning Application for this scheme was submitted to the County Planning Officer during July 2002.
SUITABILITY FOR PROJECT
These proposals will provide a purpose designed Performing Arts Centre at this school and have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the Schools.
RESULTS OF TRIAL BORE HOLES
A site investigation was undertaken during July 2002 and revealed the ground condition as being clay overlying sand with clay bands.
Foundations for the proposed scheme will be trench fill, with local widening pads where necessary, at approximately 1.1m average depth but a minimum of 150mm.
ACCESS
Vehicular and pedestrian access to the site is from Cranford Road to the south east corner of the site and this arrangement will remain unchanged.
COMMENTS ON SITE LAYOUT
The school buildings are positioned to the south west of the site with the school playing fields extending to the north and north east.
The main vehicular entrance is in the south east corner of the site with the school car park located near to the southern boundary of the site.
The proposed new drama accommodation will be positioned to the south of the site on an existing macadam car park. The new accommodation will adjoin the western elevation of the existing drama room.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise the construction of a new paved courtyard between the new building and the existing music block. A row of trees will be planted to the north of the new accommodation and a second row of trees will be planted to the south of the new courtyard. The new trees to the south will supplement the trees that exist in this area and will provide screening from the properties on Cranford Road. Landscaped areas will be created around the adjacent new and existing car parks.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey, double height space, performing arts centre in the south east of the site. The extension will adjoin the southern elevation of the existing drama block and will provide the following accommodation:
- drama studio (200m2)
- stage
- 10 row retractable bleacher seating
- gallery / foyer
- box office
- lobby
- electrics / lighting room
- kitchenette
- general store
- secure store
- chair store
The mezzanine is served by a staircase leading from a lobby adjacent to the main entrance and will contain:
- gallery / additional seating
- staff office
- control room
- air handling plant
The new accommodation will adjoin the existing drama room and alterations will be made to the existing foyer space and store areas. The existing drama space will be refurbished to provide new changing rooms, male female and accessible WCs. The new drama studio will incorporate the use of amplified sound and music along with lighting rigs and stage sets and the existing drama space will provide a second drama teaching space and will act as a green room to the main studio during performances.
PLACES PROVIDED
The school provides 1,388 places. A review of the use of existing accommodation is planned.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school was constructed in 1957 and the majority of the buildings are of a single and two storey flat roofed blocks of traditional construction. The school has been extended over the years with single and two storey blocks, a sports hall constructed in 1971 and the most recent development being the extension of the maths block in 1998. The existing buildings on site are considered to be in a fair condition for their age and type
TEMPORARY BUILDINGS
There are no temporary classrooms on site and none will be required either during or upon completion of these proposals
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The drama building has been specifically positioned to utilise the available space in this area of the site and enable the creation of a new courtyard. Two new lines of trees will be planted to the north and south of the new accommodation.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new drama building will be of a steel frame construction with facing brickwork and rendered walls and a roof covered in a high performance felt. Windows will be double glazed with powder coated metal frames.
FACILITIES FOR THE DISABLED
The proposed new performing arts centre will have level access throughout and an accessible WC will be provided within the existing drama building.
HEATING AND VENTILATION SYSTEMS
A new gas boiler will be installed in the performing arts centre and a low pressure hot water system feeding under floor heating will be used to serve the building.
Air handling will be provided to the drama spaces and mechanical extract ventilation will be provided to the WCs.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals come from a direct request from the school to have a dedicated purposed designed drama facility with the opportunity to have small performances either within the building or in the adjoining courtyard area.
CAR PARKING
It is proposed to provide 25 car parking bays in the very south west corner of the site which will replace those which will be lost to the new building.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, school governors, County Education Officer, County Planning Officer, East Hants District Council, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide a dedicated performing arts centre and improved external areas which will better meet the operational requirements of the school.

Current arrangements will continue.

Current arrangements will continue.
7. FURNITURE AND EQUIPMENT
Excluding the seating furniture and equipment is not included in this project costs. Funding for this will be provided by the school.
