Summary

1.1

Wickham Primary School is a one form entry (1FE) school located to the north of the village of Wickham, with a current number on roll of 174 pupils. The school was constructed in 1968 and is of a SCOLA design. An extension was completed in 1997 to provide an additional classroom and at that time a library was created by infilling an existing courtyard area.

1.2

A rise in pupil numbers is forecast from September 2003 and accordingly an allocation of £578,000, excluding fees, has been made in the Education Committee's 2002/03 capital programme for a scheme to provide 113 Basic Need new places. These proposals will allow the school to be increased from a 1FE to a 1.5FE. A developers contribution of £259,000, excluding fees, will be combined with the Capital Programme funding to allow internal alterations and external works to be completed and the school has made a contribution of £31,000, excluding fees towards the works.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and financial framework and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to construct a single storey extension to the north east elevation of the site which will adjoin the existing building via an enclosed glazed link. The extension will provide three general classrooms with stores and wet areas, IT suite, music / drama room with drama store, three pupil WCs, plant room and a link corridor with cloak areas, seating and display areas. Sun shading will be provided to the southern elevation of the new extension and clerestory glazing to the northern elevation

The existing reception classroom in the north west corner of the school will be extended and an access corridor created from within the adjoining infant classroom. Internal modifications to the existing building and the construction of new internal walls will allow a new main entrance lobby to be created and for the existing Head teacher's office, administration office, staff room and interview room / office to be enlarged. Sun shading will also be provided to the southern elevation of these rooms.

Two cloak areas, one adjacent to the junior playground, the other adjacent to the infant playground will be refurbished as part of these works. This will include new floors, ceilings, windows, doors, lighting and complete redecoration.

Landscaping associated with this scheme will include the creation of a new football pitch to the north west of the site and the extension of the existing infant playground by some 200m2. A grass area adjacent to the junior play ground will also be extended and planting beds will be established around the site. A new ramped footpath and steps with a handrail will be added to the entrance to the site from Buddens Road and planting to the vehicular entrance further along the road will be cut back to allow better visibility on entrance and exit to the site.

Funding and Timing

3.1

An allocation of £578,000 has been made in the Education Committee's 2002/03 capital programme to provide an additional 113 basic need new places at this primary school. A developers contribution of £259,000, has been added to this scheme along with £31,000 from the school to provide total funding of £868,000, excluding fees for the proposals outlined in this design project appraisal.

It is anticipated that the scheme will be tendered during October 2002 and works will commence on site during January 2003 and be completed during September 2003.

Conclusion

The proposed scheme will provide the required additional basic need accommodation for the projected rise in pupil numbers from September 2003 and will allow the school to become a 1.5FE. Approval is accordingly sought to the attached building design project appraisal.
