RECOMMENDATION:
That the building design project appraisal for a scheme to provide an additional 100 basic need places at Bridgemary Community School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment
Building Cost - Net Cost = £ 1,446 per m2.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £3.99 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
As part of the strategy for dealing with the forecast rise in pupil numbers for Gosport Secondary School a successful Basic Need bid was submitted to the Department for Education and Skills (DfES).
This bid allows for 100 additional places to be provided at Bridgemary school giving a capacity for 1,350 places in line with the schools current published admission number of 270.
A sum of £200,000, including fees, is included within this project to enhance the ICT facilities being provided. The Local Public Service Agreement (LPSA) is funding from unsupported credit approval secured through the agreement in support of the LPSA targets of the school.
3. DETAILS OF SITE
LOCATION
Bridgemary Community School is located at Wych Lane, Gosport.
ADJOINING LAND AND BUILDINGS
The site is bounded to the north by Holbrook Primary School with a recreation ground and housing beyond. Residential accommodation boarders the site to all other sides.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The school site area is 22.81 acres (9.23 hectares). The DfES guideline for a school of this size is between 22.14 - 23.97 acres (8.96 - 9.70 hectares).
PLANNING POSITION
It is anticipated that a formal detailed planning application will be submitted to the County Planning Officer during September 2002.
SUITABILITY FOR PROJECT
The scheme to extend the school will provide the required additional basic need accommodation to serve the rise in pupil numbers attending the school from September 2003 and will provide improved IT accommodation. The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
A site investigation undertaken during TBC 2002 has revealed the ground conditions to be topsoil overlying clays to a depth of 1.75m - 2.0m overlying a sand layer. Beneath this are sandy clays and gravel to a depth of 6.6m.
Foundations for the proposed extension will be traditional trench filled concrete foundations to a depth of 1.0m.
ACCESS
The existing vehicular and pedestrian access points to the school are from Wych Lane and the current arrangements will not be affected by these proposals.
COMMENTS ON SITE LAYOUT
The school site is `L' shaped with the buildings occupying the north of the site and the playing fields extending to the south and east. Wych Lane runs along the length of the western boundary of the site and two vehicular and pedestrian entrance points are located on Wych Lane.
The existing school buildings are organised around a central courtyard area and in 2000 the school was extended to provide a new music / drama suite.
The proposed new accommodation will adjoin the northern elevation of the existing centre block on an area currently laid to grass, with some trees.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
A new courtyard to the east of the proposed new extension with parking, trees, planting and seating is nearing completion and this courtyard will form the boundary to the new accommodation. As part of this contract a second courtyard will be created to the north of the new accommodation and a third small courtyard will be formed between the new extension and the existing building to the south. Appropriate trees and shrubs will be provided in the new courtyards with some fencing for enclosure and security.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension to the northern elevation of the existing centre block. The extension will provide the following accommodation:
- library
- office
- store room
- locker area
- entrance lobby
- inner lobby
- assisted WC
- male & female WC
The library will have a dedicated area for IT equipment, TV and video resource area, tables and chairs for reading, shelving for reference and fiction and circular display units. The library will have three large north facing windows and a southern shaded clerestory to allow good natural lighting, although artificial lighting will also be provided.
A second small extension to the existing dining room will also be constructed. The single storey extension will adjoin the northern elevation of the building and will enable the dining room to be enlarged.
As part of this scheme it is proposed to convert three classrooms to ICT classrooms. The new library building will adjoin the new ICT suite which will include the creation of a an IT office and server room. The contract will include opening up one room to provide access to the new library and provision of cooling and ventilation to these three rooms. At the request of the school the refurbishment and fitting out of the new ICT classrooms is already being undertaken by the school under a separate package of works.
PLACES PROVIDED
On completion of these works the school will accommodate 1,350 pupils.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was constructed in 1959 and many phases of development to provide additional accommodation have been completed during the 1980's and 1990's with the latest phase of works to provide a music/drama suite completing in 2000. The existing school buildings are considered to be structurally sound and in a good condition.
TEMPORARY BUILDINGS
There are no temporary buildings on this site and none will be required either during or upon completion of this scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The new accommodation will be constructed from material that will either match or compliment the existing school buildings.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new accommodation will be of a single storey, steel framed and masonry construction under a pitched aluminium profiled roof. Windows will have aluminium frames and will be double glazed.
FACILITIES FOR THE DISABLED
The new library extension will be level with the adjoining existing building and will have level access throughout. An accessible WC will be included within the new library building.
HEATING AND VENTILATION SYSTEMS
The existing gas fired boiler plant will be extended to serve under floor heating in the new library. The existing heating systems in the IT classrooms and the dining room will be modified in line with the refurbishments.
Ventilation to the library will be by natural means via opening windows. Mechanical ventilation will be installed in one space and comfort cooling will be provided to the ICT classrooms.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will provide the required additional basic need accommodation to serve the future rise in pupils attending the school.
CAR PARKING
The existing car parking arrangements on this site will not be affected by these proposals.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Policy and Resources, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will fulfil the requirements to provide additional basic need accommodation.
The new accommodation will complement the existing buildings and will enable the creation of a dedicated library, IT classrooms an enlarged dining area and landscaped courtyards adjacent to the new accommodation.
