RECOMMENDATION:
That the building design project appraisal for the scheme to provide a new drama suite and improved dining facilities at Calthorpe Park Secondary School be approved.

* This estimate is in excess of the funding by £26,000, excluding fees. The costs will be reviewed upon receipt of tenders.
Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Landlord Funded Work connected with this Scheme
There is no Landlord funded work to be undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,664 per m2 which excludes abnormals associated with foundations, drainage, mains panel and sub mains and asbestos.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
It is anticipated that the additional fuel cost for the new school will be in the order of £3.70 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Due to a forecast increase in pupil numbers a bid was made to the Department for Education and Skills (DfES) for basic need growth. The bid was successful and the school is to be extended to provide a total of 1,050 places.
3. DETAILS OF SITE
LOCATION
Calthorpe Park Secondary School is located at Hitches Lane, Fleet.
ADJOINING LAND AND BUILDINGS
The school is bordered to the north and east by residential accommodation, to the south by Hart Leisure Centre and playing fields and to the west is Hitches Lane with farmland beyond.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 26.71 acres (10.81 hectares). The DfES guideline for a school of this size is 20 acres (8.08 hectares).
PLANNING POSITION
A detailed formal Planning Application for this scheme was submitted to the County Planning Officer during July 2002.
SUITABILITY FOR PROJECT
These proposals will provide purpose designed drama accommodation and improved dining facilities at this school.
The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the Schools.
RESULTS OF TRIAL BORE HOLES
A site investigation was undertaken during June 2002 and revealed the ground conditions to be topsoil overlying medium dense silty/sand to a depth of 3.2m. A layer of peat was discovered in all four trial pits between 1.7m - 2.0m. Groundwater was encountered at 1.8m - 2.0m below ground level.
A reinforced concrete raft foundation will be used for the proposed new drama accommodation.
ACCESS
Vehicular and pedestrian access to the site is from Hitches Lane in the north west corner of the site and this arrangement will remain unchanged.
The school currently operate a one way traffic system which allows vehicles to enter the site in the north west corner and either park in the main school car park directly to the east of this entrance, or drop off pupils and continue along the western boundary of the site to an exit point positioned further south along Hitches Lane.
COMMENTS ON SITE LAYOUT
The site is roughly triangular in shape with a caretaker's bungalow positioned at the most northern point with the school accommodation to the south. The majority of the teaching accommodation is arranged around a central courtyard with the kitchen/dining block to the north and a general teaching block to the south. Tennis courts are positioned along the eastern boundary of the site with the school playing field to the south east.
The main vehicular entrance is in the north west corner of the site with two car parks to the east and drop off area and vehicle exit point to the south.
The proposed new drama accommodation will be positioned to the north east corner of the site on a sloping area of grass and macadam pathways. Two new courtyard areas will be created to the south and the west of the drama building and the northern elevation of the building will have an external wooden deck.
MAINS SERVICES POSITION
A new electrical sub main cable will be required to serve the proposed new accommodation and work will be undertaken to upgrade the main electrical panel. A new gas main will be installed to serve the new drama accommodation.
As part of these works it will be necessary to redirect the foul and storm drainage systems to allow for the new building.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise the creation of two courtyard areas to the south and west of the new drama building. A line of trees will be planted between the new drama building and the existing car park to the north and a second line of trees will be planted between the drama building and the existing two storey classroom block to the south.
An Arboricultural Officer inspected the site during June 2002 and has recommended that one small tree, which is considered to be suppressed, be removed from site. The tree forms part of the line of trees to the north east of the site which are mature specimens and form part of the site boundary.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey, double height space, drama block in the north east corner of the site. The extension will provide the following accommodation:
- two drama studios
- drama office
- two drama stores
- entrance lobby
- male, female and accessible WC
- cleaners store
The double height space will contain:
- gallery
- store
- air handling plant
- store
The two drama spaces will be of 80m2 and 120m2 with a minimum ceiling height of 3.8m and 4.8m respectively. The two spaces will be divided by a mobile acoustic wall which can be withdrawn to allow small performances with audiences to take place. The drama spaces will incorporate the use of amplified sound and music along with lighting rigs and stage sets. Sliding glazed screens will be included to the northern elevation of the drama building to provide access to the external timber deck.
As part of these proposals the existing dining facilities will be reconfigured to provide a larger dining area and better organised servery. These internal alterations will comprise the removal of internal walls to two classrooms and a large store to the eastern elevation of the dining area to create an enlarged dining / seating area. The dining and kitchen area will have new ceilings, floors and lighting, a new counter and roller shutter will be installed and an area created for vending machines. New doors will be included to the eastern elevation of the dining area to allow pupils direct access to the new courtyard adjacent to the new drama building.
Internal alterations will be undertaken to the existing kitchen store area to re-provide a general work room which will be lost to the new dining area. Internal walls will be repositioned and a WC will be provided for the kitchen staff.
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED continued...
As part of this contract new extract hoods will be fitted to the kitchen. It will however, be the responsibility of the school to remove the kitchen equipment to allow the refurbishment works to be undertaken. The kitchen equipment will be stored in a large container on the school site which will be provided by the contractor. Following completion of the kitchen / dining reorganisation the school will reinstall the same kitchen equipment.
PLACES PROVIDED
On completion of this project the school will provide 1,050 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school was constructed in 1969 and the majority of the buildings are of a single, two and three storey SCOLA construction. A new teaching block was added in 1974 and two further blocks were added in 1984. The existing buildings on site are considered to be in a fair condition for their age and type
TEMPORARY BUILDINGS
There are no temporary classrooms on site and none will be required either during or upon completion of these proposals. A large, secure container will be provided by the contractor for the storage of the kitchen equipment whilst works are being undertaken and this will be removed from site upon completion of the kitchen reorganisation.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The drama building has been specifically positioned to allow sufficient distance between the new development and the line of existing trees to the north east. Two new lines of trees will be planted to the north and south of the new drama building.
The building will be oriented from east to west across the site to establish a
south facing courtyard between a two storey teaching block and the dining
hall.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new drama building will be of a steel frame construction clad with brick and the roof will have a metal standing seam covering. The WC facilities will be contained within a timber clad drum to the southern elevation of the building. The entrance lobby will be fully glazed with the steel frame exposed to emphasise the entrance to the new building. Windows will be double glazed with powder coated metal frames and sliding glazed screens will open to the north elevation.
FACILITIES FOR THE DISABLED
The proposed new drama development and the reorganised dining area will have level access throughout and an accessible WC will be provided within the new drama building.
HEATING AND VENTILATION SYSTEMS
A new gas boiler will be installed in the drama building and a low pressure hot water system feeding under floor heating will be used to serve the building.
Air handling will be provided to the drama spaces and mechanical extract ventilation will be provided to the WCs.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals come from a direct request from the school to have a dedicated drama facility and improved dining area. The school currently uses the school hall for drama and for dining and general teaching classrooms are also used for dining.
These proposals will provide a purpose designed drama facility and much improved dining area and will enable the creation of the required additional basic need places.
CAR PARKING
The car parking provision at this school will not be increased as part of this scheme as the school already has generous parking provision. An area of the existing car park at the very north of the site is used for storing cars for the teaching of car maintenance and the area around the kitchen in the adjacent car park is used to store kitchen waste paladins. These arrangements prevent the use of some car parking spaces and therefore no further car parking will be added.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Hart District Council, County Surveyor - Arboricultural Officer, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide purpose designed drama accommodation and better organised dining and teaching facilities. At the same time the school will gain the required amount of additional basic need spaces.
