      RECOMMENDATION:

      That the building design project appraisal for a scheme to provide additional Key Stage 2 teaching accommodation and remove temporary accommodation at Buriton Primary School be approved.

      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.

Land to be acquired

The majority of the land forming the site of the development and the temporary compound is owned by Buriton Parish Council. Provisional terms have been agreed with the Parish to acquire a 99 year lease of the site at a peppercorn rent and these terms have been approved by the Executive Member, Policy and Resources. The remainder of the site is leased from the Diocese of Portsmouth and it has been indicated that consent for the works will be granted.

Building Cost - Net Cost = £ 1,294 per m2.

The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £ 4.20 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A bid was made to the Department for Education and Skills (DfES) under the Key Stage 2 classroom initiative for providing additional accommodation at this school.

          This was successful and this project will provide additional accommodation and through use of New Deal for Schools (NDS) Modernisation funds enable a poor quality temporary classroom to be removed.

      3. DETAILS OF SITE

          LOCATION

          Buriton Primary School is located at High Street, Buriton, Petersfield.

          ADJOINING LAND AND BUILDINGS

          The site is bounded by Buriton High Street which runs along the eastern boundary of the site. To the south is a church and a post office, to the west is a recreation ground and to the north is residential accommodation. Beyond is open fields and farm dwellings to all sides.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The school site area is .180 acres (.073 hectares). The DfES guideline for a school of this size is 1.67 acres ( 0.67 hectares).

          The school site area relates to the site for the school buildings and hard play areas only. The adjacent playing fields are leased from the Parish and are not included in the site area above.

          PLANNING POSITION

          A formal detailed planning application for this scheme was submitted to the County Planning Officer during July 2002. The Parish Council has raised some matters of detail associated with the planning application and these are currently being discussed with the design team.

          SUITABILITY FOR PROJECT

          The proposals outlined in this design project appraisal have been developed in consultation with the Headteacher and Governors of the school. Upon completion of the project temporary buildings will be removed from site and the school will accommodate all of its pupils in purpose built permanent buildings.

          RESULTS OF TRIAL BORE HOLES

          A site investigation was undertaken during August 2002 and revealed the ground conditions to be topsoil overlying clay and gravel overlying weak sandstone.

          Traditional trench fill foundations will be used with ground bearing floor slabs.

          ACCESS

          The existing vehicular and pedestrian access to the site is from the High Street to the south of the site and these arrangements will remain unaltered.

          It is proposed that a temporary contractors access be established from Kiln Lane to the west of the site. The access road will have temporary scalpings, a site access gate and temporary fencing along its length from the road to the construction site. Additional fencing will be erected around the existing trees on site to ensure they are protected during the construction period. A contractors compound will be established directly north of the existing school building in the location of the temporary building which will be removed.

          COMMENTS ON SITE LAYOUT

          The school site is roughly rectangular in shape with the school buildings occupying the very southern corner of the site. A temporary building is located just north of the buildings and the playing field, which is used under license from Buriton Parish Council, extends northwards from this. The school playground, which is leased from the Diocese of Portsmouth, extends eastwards from the buildings.

          MAINS SERVICES POSITION

          Existing mains services will be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Due to the location of the contractors compound one tree to the south west of the existing building on site will need to be removed along with a small area of bushes to the south of the proposed new extension. Paving will be provided to the north west elevation of the new accommodation which will lead onto an area of tiered seating.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey extension which will adjoin the western elevation of the existing building. The extension will provide the following accommodation:

          - two general classrooms (each with a wet area and store)

          - cloak area to serve the two new classrooms

          - servery

          - store

          The extension will adopt the form of the original school building by continuing the stepped gable theme. This will present a sympathetic and traditional frontage to the High Street by matching the existing gables in both materials and form.

          Internal alterations to the existing building will encompass the conversion of existing classroom space into a library, resource area and music/drama room. The existing servery will be repositioned within the new extension. These alterations will enable all classrooms within the existing building and in the new extension to have direct access to the outside, where previously the pupils would need to pass through other classrooms to gain access to outside areas.

          PLACES PROVIDED

          On completion of the project the school will provide 117 places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The original school was constructed in 1835 and is of a traditional load bearing brick and stone construction.

          An extension to provide toilets and an extension to the staff room and reception area was completed in 1996 with a further extension to the Headteacher's office being completed in 1997. The existing buildings are considered to be structurally sound and in a good condition.

          TEMPORARY BUILDINGS

          There is one single temporary classroom, in a very poor condition, located to the north west of the school buildings on the edge of the school playing field. In order for the contractor to gain access to the development area it will be necessary to move this temporary building. It is proposed to demolish and remove this unit at the start of the building contract to make way for the contractors compound and a new temporary building will be sited to the south east of the school on the edge of the school playground. This unit will remain on site for the duration of the contract and will be removed upon completion of the works.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The new accommodation will be constructed from material that will match the existing school buildings.

          The site will be enhanced by the creation of a tiered seating area and areas of planting adjacent to the new accommodation.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new accommodation will be of a single storey construction with brickwork and facing stonework to match the existing historic building. The pitched roof will be tiled and windows and doors will be double glazed with timber frames.

          FACILITIES FOR THE DISABLED

          The new extension will be level with the existing building and will have level access throughout. Due to the slope on this site the existing building has some differing levels.

          HEATING AND VENTILATION SYSTEMS

          It is proposed that a new gas fired boiler serving a low pressure hot water system feeding under floor heating will serve the proposed new classroom extension.

          Ventilation will be by natural means via opening windows.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals will provide the additional classrooms to realise the Key Stage 2 requirements and will enable the removal of a temporary building from site.

          CAR PARKING

          The car parking arrangements for this school will remain unaltered.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          These proposals will enable a temporary classroom to be removed from site and will provide a better organised teaching environment.
