Hook Junior School, Basingstoke

Summary

1.1

Hook Junior School shares it site with Hook Primary School and is located in the heart of the town of Hook. The school was constructed in 1974 and the original school building is of a SCOLA design. This building was extended in 1987 and in 1996 a new five classroom teaching block was constructed. This building was further extended by one classroom in 2000 under the Key Stage 1 Initiative.

Under the Key Stage 2 Initiative an allocation of £222,000, excluding fees, has been made in the Education Committee's 2002/03 capital programme for a scheme to provide two additional classrooms at this school. A developers contribution of £138,000, excluding fees, will be added to the Capital Programme funding along with a contribution of £62,000 from the school. Due to the timing of this works the developer's contribution will not be available for these proposals and therefore, the funding of £138,000 will be made available from the Education Committee's 2002/03 Capital Programme. Upon receipt of the developer's contribution the Capital Programme will be reimbursed with the full amount. This course of action is subject to the agreement of the Executive Member - Education.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

The two buildings on site are both shared between the Junior and Infant schools. The first is a rectangular building which is divided by a central corridor with roof lights along its length with the Junior school occupying the southern end of the building. The second building is also divided between the Infant and Junior schools with the Infant school to the north and Junior school to the south. In 2000 a one classroom extension to the Infant School was completed along with a glazed link to connect the two parts of the Infant school.

The proposed phase of development at the Junior school will be similar to that recently completed at the Infant school. A single storey extension to the eastern elevation of the curved building will provide two classrooms, cloak areas, male and female WCs, store and circulation space. A new glazed link will connect the new accommodation to the main school to the north thus allowing the Junior school accommodation to be linked together.

2.3

Internal alterations to the existing building will be made to create an access corridor. This work will comprise the conversion of the girls WCs to boys WCs in the main building to the north of the extension, removal of the existing boys WCs and creation of a corridor. The corridor will lead pupils through double doors and into the new glazed link and new accommodation beyond.

2.4

An area of hard paving with low level planting will be created between the existing and new building either side of the glazed link and paving will be provided to the perimeter of the building. Two external covered seating areas will be created at the southern and northern elevation of the new extension and louvers will be added to the eastern elevation to provide sun shading.

2.5

At present there is one double temporary classroom on site located to the east of the school buildings on the edge of the school playing field. The new Junior school accommodation will enable the removal of the temporary building from site upon completion of the building works.

3.

Procurement

3.1

It is proposed that this scheme be negotiated with Mansells and it is anticipated that a number of the Key Stage 2 projects will be packaged together and completed by this one contractor. Mansells successfully completed all of the projects in the Key Stage 1 Initiative (a package of over 20 individual projects) and have a good working knowledge of projects of this type.

3.

Funding and Timing

3.1

Two allocations of £222,000, and £138,000, excluding fees, have been made in the Education Committee's 2002/03 Capital Programme to provide two additional classrooms. A contribution of £62,000, excluding fees, has come from the school towards these proposals.

3.2

It is anticipated that work will commence on site during February 2003 and be completed during August 2003.

Conclusion

The proposed scheme will provide the required additional Key Stage 2 accommodation and will enable a temporary building to be removed from site. Approval is accordingly sought to the attached building design project appraisal.
