Summary

1.1

Kings' School is a large 11 - 16 comprehensive school with a current number on roll of 1,745 pupils. The school is located adjacent to the Romsey Road to the south of the city of Winchester. The school was constructed in 1958 and has had many phases of development over the years. The latest phase being completed in 2000 was a Lottery funded scheme to provide a Community building, four classrooms and science laboratory extension and tennis courts and multi use games area.

At the request of the school a further phase of works to provide a music / drama suite has been developed. Funding of £320,000, excluding fees, for this work will come from the school.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed new development and the purpose of this report is to outline the proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to construct a single storey extension which will adjoin the southern elevation of the existing main school building. The new building will provide a drama studio of some 100m2, a music room of some 80m2, office, store and lobby.

2.2

Internal alterations will be made to the existing adjoining drama room to create a new lobby which will provide access to the new drama studio, office and store.

2.3

Perimeter paving will be provided to the new building along with a ramp to the new music lobby to allow level access to the new accommodation. Low level planting will be established to the eastern elevation of the new building.

The Director of Property, Business and Regulatory Services is currently reviewing the status and capacity of the mains services on this site. Consideration is being given to the extension of the electrical supply to the school and to the reconfiguration of underground services which would enable the proposed development to be completed. The full extent and cost of these works is not yet known and it is likely that the school may need to contribute further funding.

Funding and Timing

3.1

The cost of the proposed new music / drama suite has been estimated at £320,000, excluding fees. The school have yet to confirm this funding, however, it is envisaged that this cost will rise in the future depending on the extent and nature of the works to upgrade the services on the site. It is proposed to review these additional costs and confirm the total funding with the school when the final cost is known. It should be noted that a contract will not be let until all detailed costs are known and the school has confirmed its contribution.

3.2

It is anticipated that tenders will be invited during October 2002 and work will commence on site during January 2003 and be completed during August 2003.

Conclusion

The proposed new teaching accommodation will provide a new music / drama suite to meet the current curriculum needs. Approval is accordingly sought to the attached building design project appraisal.
