That the building design project appraisal for the scheme to provide a new dance studio at Yateley Secondary School be approved.

There is no Landlord funded work to be undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the grounds of the establishment.
Building Cost - Net Cost = £1,327 per m2
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
It is anticipated that the additional fuel cost for the new school will be in the order of £ 3.44 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The school submitted a Seed Challenge bid for this project which was approved. The accommodation will provide the school with a much needed resource.
3. DETAILS OF SITE
LOCATION
Yateley Secondary School is located at School Lane, Yateley, Camberley.
ADJOINING LAND AND BUILDINGS
The school site is bound to all sides by residential accommodation.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 31.97 acres (12.93 hectares). The DfES guideline for a school of this size is 26.60 acres (10.78 hectares). The Estates Practice are currently investigating the potential for valuable alternative development at this site following the Land and Property Review.
PLANNING POSITION
A detailed formal Planning Application for this scheme was submitted to the County Planning Officer during August 2002.
SUITABILITY FOR PROJECT
These proposals will provide a purpose designed dance studio which can be used as a teaching facility and as an after school club area. The proposals have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the Schools.
RESULTS OF TRIAL BORE HOLES
A recent site investigation in the vicinity of the new extension has revealed the ground conditions to be topsoil / made ground overlying slightly clayey sand and gravel to a depth of 0.9m. This was overlying medium dense sand to 3.5m depth where the deepest pit was ceased.
It is proposed that the foundations will be trench fill founded to 0.9m below ground level. A ground bearing floor slab will be used for the dance studio part of the extension and suspended beam and block floors will be used where the existing ground floor level falls away.
ACCESS
Vehicular and pedestrian access is from School Lane to the north of the site and this arrangement will remain unchanged.
COMMENTS ON SITE LAYOUT
The school buildings follow the curved line of School Lane against the northern boundary of the site and the school playing fields extend to the south.
The proposed new dance studio will be positioned to the very west of the school site between the existing swimming pool and squash court block.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
An existing ramped pathway to the southern elevation of the new accommodation will be repositioned to enable emergency egress to the building.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey dance studio positioned between the existing swimming pool block and squash court block in the very west of the site. The accommodation will comprise:
- dance studio (incorporating one of the existing squash courts)
- studio foyer
- technician's office / control room with floor to ceiling shelving
- dressing room / store with fixed bench, mirror and lighting
- Accessible WC
PLACES PROVIDED
The school will provide 1,563 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school was constructed in 1968 and is of a SCOLA construction. The school has been developed over a number of years and the campus buildings are of a number of different architectural styles. The existing buildings on site are considered to be in a fair condition for their age and type
TEMPORARY BUILDINGS
There are currently two temporary classrooms on this school site which will remain on site upon completion of these works.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The dance studio has been positioned between two existing buildings on site and will therefore have minimal visual impact. This arrangement allows the restricted available space to be efficiently utilised.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new dance studio will be of a traditional brick construction with a profiled metal roof to match the existing adjoining buildings. Areas of glass blocks will be used in the new building to provide natural lighting.
FACILITIES FOR THE DISABLED
The proposed new dance studio will have level access throughout and due to the differing levels in this area of the site a platform lift will be provided from the new access corridor to the studio.
HEATING AND VENTILATION SYSTEMS
The existing gas boiler serving a low pressure hot water system will be extended to serve radiant panel heating within the new building.
The building will be naturally ventilated.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals come from a direct request from the school, as part of their Arts College designation, to have a dedicated purposed designed dance facility which can be used for teaching dance, drama and music and for after school use by clubs.
CAR PARKING
The existing car parking arrangements at this school will remain unaltered.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, school governors, County Education Officer, County Planning Officer, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide a dedicated dance studio which will better meet the operational requirements of the school and will provide a space for dance, drama and music clubs.

Current arrangements will continue.
CATERING
Current arrangements will continue.
7. FURNITURE AND EQUIPMENT
The school will fund any furniture and equipment requirements.
