Buriton Primary School, Petersfield

Summary

1.1

Buriton Primary School lies to the west of the village of Buriton, just south of Petersfield. The school was constructed in 1835 and is of a traditional design with stone and brick walls (used extensively around the village) and a series of pitched roofs which face the High Street.

1.2

Under the Key Stage 2 Initiative an allocation of £183,000, excluding fees, has been made in the Education Committee's 2002/03 capital programme for a scheme to provide one additional classroom at this school. Further funding has been added from the 2002/03 NDS Modernisation fund for the replacement of a temporary classroom along with a contribution from the school.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

A single storey extension will be constructed, on this very constricted site, to the western elevation of the existing building and will provide two classrooms with a wet area and a store, cloak area to serve the two new classrooms, servery and store.

Internal alterations to the existing building will comprise the conversion of existing classrooms to provide a library, music/drama room and resource area. Currently the school does not have any of these facilities. The existing servery will be provided within the new extension along with a new store. The revised layout of the classrooms will enable each classroom to have direct access to the outside without the need to pass through other teaching areas.

Landscaping associated with this scheme will comprise paving to the north west elevation of the new extension which will lead onto a tiered seating area. Area of low level planting beds will be established adjacent to the new extension.

The school currently has one single temporary building on site, which is in a very poor condition. The building lies in the location of the proposed development and where the contractor will need to establish a compound and therefore the temporary building will need to be removed from site at the start of the contract. A new single temporary building will be placed on the edge of the school playground for the duration of the works in order to provide continued accommodation during the building works. On completion of the works the temporary building will be removed from site and all pupils attending the school will be accommodated in permanent buildings.

Procurement

3.1

Due to the nature of the work along with site access and planning issues it is proposed that this scheme be tendered with three preferred contractors. This will enable a firm price tender from a select list of high calibre firms who have successfully delivered schemes for the County Council of a similar nature and to a high standard. The firms currently under consideration are:

Funding and Timing

4.1

An allocation of £183,000, excluding fees, has been made in the Education Committee's 2002/03 Capital Programme from the Key Stage 2 Initiative to provide one additional classroom. Further funding of £216,000, excluding fees, has been made from the Education Committee's 2002/03 NDS Modernisation Fund for the replacement of temporary buildings at this school along with a contribution of £38,000 from the school. All of the above funding provides a total of £437,000, excluding fees, for the proposals outlined in this design project appraisal.

It is anticipated that the work will be tendered during October 2002 and works will commence on site during February 2003 and be completed during August 2003.

Conclusion

The proposed scheme will provide the required additional Key Stage 2 accommodation and will enable the reorganisation of teaching accommodation and a temporary building to be removed from site. Approval is accordingly sought to the attached building design project appraisal.
