That the building design project appraisal for a scheme to provide additional Key Stage 2 teaching accommodation at Hook Junior School be approved.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £ 1,311per m2.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £4.05 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The Local Education Authority (LEA) was successful with a bid for capital funding to build two additional classrooms as part of the Key Stage 2 class size initiative.
3. DETAILS OF SITE
LOCATION
Hook Junior School is located at Church View, Hook.
ADJOINING LAND AND BUILDINGS
The site is bounded by residential accommodation to south and west. To the north is a community hall, recreation ground and play area with housing beyond and to the east is tennis courts with further housing beyond.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The school site area is 5.03 acres (2.04 hectares). The DfES guideline for a school of this size is 5.11 acres ( 2.07 hectares).
PLANNING POSITION
A formal detailed planning application for this scheme was submitted to the County Planning Officer during July 2002 and a decision is expected during September 2002.
SUITABILITY FOR PROJECT
The proposals outlined in this design project appraisal have been developed in consultation with the Headteacher and Governors of the school. Upon completion of the project the school will accommodate all of its pupils in purpose built permanent buildings.
RESULTS OF TRIAL BORE HOLES
A site investigation from December 1999, undertaken for a previous development at this site, has been used in the preparation of this latest phase of works and has revealed the ground conditions to be predominantly clay sub soils.
The proximity of trees will require trench fill foundations to a depth of up to 3.0m. Suspended ground floor slabs will be used.
ACCESS
The existing vehicular and pedestrian access to the site is from Church View to the south west of the site and these arrangements will remain unaltered.
COMMENTS ON SITE LAYOUT
Hook Junior School shares its site with Hook County Primary School and the two schools also share two buildings on site. The first is rectangular, comprising accommodation either side of a central corridor. The Infant accommodation occupies the northern end of the building with the Junior accommodation to the south.
The second is a curved building with the accommodation facing southwest and a corridor on the northeast elevation. This building is also divided into Infant and Junior accommodation and a later extension to the Infant side of the building provides a single classroom and link corridor for the Infant school. The two parts of the Junior school are not connected.
The school buildings are located towards the south of the site with trees to the south and west, car parking to the north and playing fields to the east. Vehicular and pedestrian access to the site is from Church Street in the south west corner and a second pedestrian access point exists from the northern boundary of the site.
The proposed new accommodation will adjoin the north east elevation of the existing curved building and a new link will connect the separate parts of the Junior School mimicking that of the Infant School.
MAINS SERVICES POSITION
The existing gas supply will need to be upgraded as part of this scheme. Other existing services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Due to the location of the development one Silver Birch Tree, to the south of the south of the site of the new extension, will be removed. Paving will be provided to the perimeter of the new accommodation and two paved areas and low level planting will be established either side of the new link between the existing building and new extension.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension which will adjoin the eastern elevation of the existing curved building. A new glazed link will connect the new accommodation to the rectangular building to the north thus allowing the Junior school accommodation to be linked together. The extension will provide the following accommodation:
- two general classrooms (each with a resource area)
- cloak areas
- glazed link
- male and female pupil WCs
- store
- circulation space
The extension will adopt the form of the previous development to the Infant School but with differing treatment to the external façade to take account of the easterly aspect, with the amount of glass being reduced to prevent solar gain. Two external covered seating areas will be created at the southern and northern elevation of the new extension.
Internal alterations to the existing building will comprise the conversion of the girls WCs to boys WCs in the main building and the removal of the existing boys WCs to make way for a new corridor. Double doors at the end of this corridor will lead to the new glazed link and onto the new extension.
PLACES PROVIDED
Upon completion of these works the school have 420 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was constructed in 1974 and was then known as Hook Primary School. Extensions have been added in 1987, 1996 and in 2000 with the completion of the Infant classroom extension under the Key Stage 1 Initiative. The existing buildings are considered to be structurally sound and in a good condition.
TEMPORARY BUILDINGS
There is one double temporary classroom located to the east of the school buildings on the school playing field. The proposed new accommodation will replace the temporary building which will be removed from site upon completion of the new extension.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The new accommodation will be constructed from material that will compliment the existing school buildings.
The site will be enhanced by the creation of courtyard areas and low level planting adjacent to the new accommodation.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new accommodation will be of a single storey construction with facing brickwork and areas of timber panels. The mono-pitch roof will have cedar shingles to match the existing building and the glazed link will have a zinc roof with a canopy to provide shading. Windows and doors will have powder coated aluminium frames and will be double glazed.
FACILITIES FOR THE DISABLED
The new extension will be level with the glazed link and the existing building and will have level access throughout.
HEATING AND VENTILATION SYSTEMS
It is proposed that a new existing gas fired boiler serving a low pressure hot water system feeding under floor heating will be installed to serve the proposed new classroom extension.
Ventilation will be by natural means via opening windows with mechanical extract to the WCs.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will provide the additional classrooms to realise the Key Stage 2 requirements.
CAR PARKING
The car parking arrangements for this school will remain unaltered.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will fulfil the requirements to provide additional Key Stage 2 accommodation and will enable a temporary classroom to be removed from site.
