RECOMMENDATION:
That the building design project appraisal for a scheme to provide additional Key Stage 2 teaching accommodation at Lymington Junior School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £ 1,305 per m2.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £ 3.74 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Lymington Junior School shares it site with Lymington CE (A) Infant School. The junior school has eight classrooms and a capacity of 240 places, which equates to a planned admission number of 60. In an attempt to accommodate the children transferring from Lymington CE (A) infant school (which has planned admission limit of 75) the junior school actually has a planned admission limit of 68, which results in classes greater than 30.
A bid was made to the Department for Education and Skills (DfES) in February 2000 to provide two additional Key Stage 2 classrooms at the junior school. The DfES allocated capital funding to enable a further two classrooms to be built at the junior school. This will result in the capacity at the junior school increasing to 300 places giving a planned admission limit of 75, which equates to the admission number at the infant school.
3. DETAILS OF SITE
LOCATION
Lymington Junior School is located at Avenue Road, Lymington.
ADJOINING LAND AND BUILDINGS
The site is bounded by residential accommodation to all sides.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The school site area is 5.92 acres (2.396 hectares). The DfES guideline for a school of this size is 4.32 acres ( 1.75 hectares). The Land and Property Review was unable to identify any land with potential for alternative uses due to the lack of an appropriate access.
PLANNING POSITION
Planning permission for this scheme has been granted.
SUITABILITY FOR PROJECT
The scheme to extend the school will provide the required additional accommodation to satisfy the Key Stage 2 requirements. The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
Site investigations undertaken during March 2001 and July 2002 have revealed the ground conditions to be topsoil overlying sands and gravel at shallow depths.
Trench fill foundations with ground bearing slabs will be used for this development.
ACCESS
The existing vehicular and pedestrian access to the site is from Avenue Road to the south of the site and these arrangements will remain unaltered.
COMMENTS ON SITE LAYOUT
Lymington Junior School shares it site with Lymington C E Infant School. The Junior school occupies the west of the site and the Infant school lies to the east. Avenue Road lies to the south and an access road, from Avenue Road and between residential properties, is used to enter the site. The Junior School car park is adjacent to the main vehicular entrance and runs along the southern boundary of the site.
The school playground lies to the north of the building and the playing field extends beyond this to the north and north east. The two schools share a swimming pool which is positioned to the north of the school buildings adjacent to the junior school play ground.
The proposed new accommodation will adjoin the northern elevation of the existing building via a glazed link.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Paving and low level planting will be provided either side of the glazed link between the existing building and new extension. A wide area of paving will be laid around the building beneath the roof overhang to provide a covered area.
The existing play ground will be extended to the north to replace that which will be lost to the new development. Two trees which abut the northern edge of the existing playground will be moved and replaced on the edge of the extended play ground.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension which will adjoin the northern elevation of the existing building via a glazed link. The extension will provide the following accommodation:
- two general classrooms (each with a wet area and store)
- cloaks / resource area
- glazed link
The extension offers good views across the school playing fields to the north and large panels of glazing to the northern elevation and clerestory glazing provide good natural lighting to the classrooms. A large overhang to the roof prevents solar gain through the clerestory glazing and provides a covered area to the perimeter of the building.
PLACES PROVIDED
An additional 60 places will be provided.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was constructed in 1972 and a library extension was added to the southern elevation of the building in 1996. The existing school buildings are considered to be structurally sound and in a good condition.
TEMPORARY BUILDINGS
There are no temporary buildings on this site and none will be required either during or upon completion of this scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The new accommodation will be constructed from material that will compliment the existing school buildings.
No trees will be lost due to the development and any that are removed will be replanted.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new accommodation will be of a single storey construction with facing brickwork and areas of timber panels and glazing under a roof with a high performance felt covering. Windows and doors will have powder coated aluminium frames and will be double glazed.
FACILITIES FOR THE DISABLED
The new extension will be level with the glazed link and the existing building and will have level access throughout.
HEATING AND VENTILATION SYSTEMS
It is proposed that the existing gas fired boiler serving a low pressure hot water system feeding under floor heating will be extended to serve the proposed new classroom extension.
Ventilation will be by natural means via opening windows.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will provide the additional classrooms to realise the Key Stage 2 requirements.
CAR PARKING
The car parking arrangements for this school will remain unaltered.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will fulfil the requirements to provide additional Key Stage 2 accommodation along with a resource area which may be used for IT and small group work.

7. FURNITURE AND EQUIPMENT
