There are no landlord funded works being undertaken as part of this scheme.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the grounds of the establishment.

Building Cost - Net Cost = £1,161 per m2 excluding abnormals of £60 per m2 associated with the substructure.

The above net cost relates to the new build element of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

        It is anticipated that the additional fuel cost for the new school will be in the order of £ 3.44 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The proposals outlined in this design project appraisal will provide additional music and drama accommodation.

          The additional accommodation has been requested by the school and funding for the proposals will come from the school.

      3. DETAILS OF SITE

          LOCATION

          Kings' School is located off Romsey Road, Winchester.

          ADJOINING LAND AND BUILDINGS

          The school site is bounded to the south and west by residential accommodation, to the north and east is the school playing fields and beyond is Sarum Road to the north with other County Council buildings to the east.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 24.4 acres (9.88 hectares). Based on an MOE capacity of 1,244 the area of the site should be 22.63 acres (9.16 hectares).

          PLANNING POSITION

          Planning permission for this scheme has been approved.

          SUITABILITY FOR PROJECT

          These proposals will provide a purpose designed music and drama suite at this school and the positioning of the building will allow the site to continue to operate efficiently and effectively. The proposals have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the Schools.

          RESULTS OF TRIAL BORE HOLES

          A previous site investigation undertaken during November 1998 for a new community building and classroom extension has been used in the development of this latest phase of works. The results revealed the ground condition as being partly weathered chalk with no groundwater being reported.

          Foundations for the proposed music and drama building will be trench fill, with a suspended floor slab.

          ACCESS

          Vehicular and pedestrian access is from Sarum Road to the north of the site and this arrangement will remain unchanged.

          COMMENTS ON SITE LAYOUT

          The school buildings are positioned to the west of the site with the school playing fields extending to the north and north east.

          The last phase of development completed at the school was a community building which was constructed between and linked to the existing sports hall and swimming pool buildings in the very south of the site. In addition to this a classroom extension was constructed to the southern elevation of the main teaching block near to the western boundary of the site.

          The proposed new music / drama accommodation will be positioned to the southern elevation of the main school building with the swimming pool to the south and tennis courts to the west and southwest.

          MAINS SERVICES POSITION

          The electrical supply to the school will be upgraded to serve the proposed new development and any future phases of work at the school. This will include a new electrical sub station, mains panel and meter. An electrical intake room will be required and the work will involve some 180m of trenching across the site for the new electrical cables. Other existing services will be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Perimeter paving will be provided to the new music / drama building and existing pathways will be adjusted to make way for the new building. Low level planting will be established to the eastern elevation of the new building. Trees located in the vicinity of the proposed new extension will be removed and replaced following the completion of the building.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey music / drama suite which will adjoin the southern elevation of the existing main school building. The accommodation will comprise:

          - drama studio (100m2)

          - music room (80m2)

          - office

          - store

          - lobby

          The new accommodation will adjoin the existing drama room and alterations will be made within the existing building to create a new lobby which will lead to the new drama studio, the office and store.

          PLACES PROVIDED

          An additional 37 places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The school was constructed in 1958 and is of a traditional load bearing brick construction. The school has been developed over a number of years and the campus buildings are of a number of different architectural styles. The existing buildings on site are considered to be in a fair condition for their age and type

          TEMPORARY BUILDINGS

          There are currently no temporary classrooms on site. Two double temporary classrooms will be placed on site for the duration of the works.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The drama building has been specifically positioned to utilise the available space on this site and the closest site boundary is the rear of Tower Arts Centre to the south which is approximately 27m away from the development.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new drama building will be of a steel frame construction with facing brickwork to match the existing school building. The flat roof will be covered with a high performance felt along with a metal covering to the area of pitched roof. Windows will be double glazed with powder coated metal frames.

          FACILITIES FOR THE DISABLED

          The proposed new music / drama building will have level access throughout and due to the differing levels in this area of the site a ramp will be provided to the new music lobby entrance.

          HEATING AND VENTILATION SYSTEMS

          The existing gas boiler serving a low pressure hot water system feeding under floor heating will be extended to serve the new building.

          Air extract ventilation will be provided to the existing music room and WCs which will become enclosed due to the new extension.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals come from a direct request from the school to have a dedicated purposed designed music / drama facility in order to meet the current curriculum needs.

          CAR PARKING

          The existing car parking arrangements at this school will remain unaltered.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, school governors, County Education Officer, County Planning Officer, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          These proposals will provide a dedicated music / drama suite which will better meet the operational requirements of the school.

      6. BUILDING MANAGEMENT

          CLEANING

          Current arrangements will continue.

          CATERING

          Current arrangements will continue.

      7. FURNITURE AND EQUIPMENT

          Excluding the seating furniture and equipment is not included in this project costs. Funding for this will be provided by the school.

      8. STAFFING

          No effect.
