It is most important that the summary is written in a way that a lay person or member of the public can understand. Better still make it interesting!
Headings |
Description of what is wanted |
Name: |
Full name of the service under review - If necessary an alternative version of the name to make sense to the general public. |
Purpose: |
A brief description of the purpose of the service which should reflect: · how the review has challenged whether this function should be carried out at all · the County Council's role in carrying out the function, including the statutory basis for the service · if the review has led to a change in emphasis / focus which has affected the overall aims and objectives of the service. |
Current performance |
A paragraph about how well the service is performing at present. Be honest - say if performance needs to improve! Include highlights from: · General performance information: key strengths and areas for improvement · Comparisons with other organisations, indicating competitiveness through cost and quality measures · Position in respect of national Performance Indicators, including achievement of nationally set standards or targets · Success or otherwise in achieving goals and targets · Awards or other accreditation · Results of consultation, including user satisfaction information · Current cost of service |
Proposed improvements and how they will be achieved |
· Key outcomes from the review: · Remember to phrase this in terms that report the outcomes from a user or general public perspective. · Extract those that are interesting or important: they should be sufficiently specific to be meaningful but not so minor, they are insignificant. · Select targets for future performance. Relate these to the measures of current performance. In particular, you should highlight those where performance needs to improve. · State the options that were considered to improve the service and give an explanation of the agreed outcomes, with key actions to deliver them. · Identify efficiency gains and how these have been used to the benefit of the service. |
Conclusion |
A summary statement which identifies whether Best Value is currently being achieved and how the proposed improvements will deliver Best Value in cost / efficiency / quality terms. Examples: · poor performance in area X will be addressed by action Y and deliver Best Value in 1 year. · Good overall performance already delivers value for money, which will be improved by X |
