AT A MEETING of the SCHOOLS MONITORING PANEL held at The Castle, Winchester on Wednesday 23 October 2002.

41. DECLARATIONS OF INTEREST

No declarations of interest were received.

42. MINUTES

The Minutes of the meeting held on Tuesday 25 June 2002 were confirmed as a correct record and signed by the Chairman.

43. CHAIRMAN'S COMMUNICATIONS

The Chairman reported that Phil Dickinson, Strategic School Improvement Manager, was leaving the Authority after many years of distinguished service to pursue new career opportunities. Under his leadership, schools in the North East of the County had received excellent support and enabled the number of schools identified as having serious weaknesses, or requiring special measures, to fall rapidly. The Panel thanked Phil Dickinson for his dedicated service over the years and wished him every success in the future.

No deputations were received.

45. APPOINTMENTS - SCHOOLS MONITORING PANEL

The Panel considered a report of the Chief Executive (Item 5 in the Minute Book) recommending to Council a nomination for the appointment of Vice-Chairman.

The Panel also noted that following the resignation of Councillor J.K. Glen, the Conservative vacancy had been filled by Councillor Mrs Eunice Byrom.

RESOLVED:

That it be a recommendation to Council that Councillor Mrs P.M. Devereux be appointed Vice-Chairman of the Panel.

46. ENGLISH IN KEY STAGE 2

The Panel considered a report of the County Education Officer (Item 6 in the Minute Book) detailing the progress made in raising pupil standards in English in Key Stage 2 and proposed actions to consult with partners on replacing the Year 4 English test with the Year 4 Qualifications Curriculum Authority test.

RESOLVED:

    (i) That the progress made in raising pupil standards in English in Key Stage 2, be noted.

    (ii) That the Panel recognise that much work remains to be completed, particularly in writing.

    (iii) That the proposed actions set out in the report be supported and officers be instructed to consult with partners on replacing the Year 4 English test with the Year 4 Qualifications Curriculum Authority test.

47. EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of paragraphs 1, 7, 11 and 13 of Part I of Schedule 12A of the Local Government Act 1972, the press and public were excluded from the meeting during consideration of the following items.

48. BRIDGEMARY COMMUNITY SCHOOL, GOSPORT (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 8 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the headteacher and staff be congratulated for the continuing improvement in GCSE results.

    (ii) That the Local Education Authority continue to work closely with the school to secure further improvement and ensure that the serious weaknesses be removed within the one year time frame.

    (iii) That a progress report be submitted to the Panel in December 2002.

49. ST. ANNE'S CATHOLIC PRIMARY SCHOOL, BASINGSTOKE (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 9 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be received and noted.

    (ii) That further reports be submitted to the Panel as appropriate.

50. OAK FARM COMMUNITY SCHOOL, FARNBOROUGH (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 10 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be received and noted.

    (ii) That further reports be submitted to the Panel as appropriate.

The Panel considered a confidential report of the County Education Officer (Item 11 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be received and noted.

    (ii) That further reports be submitted to the Panel as appropriate.

The Panel considered a confidential report of the County Education Officer (Item 12 in the Minute Book) providing an update on development at the schools as listed above.

RESOLVED:

    (i) That the reports on the various schools be received and noted.

    (ii) That the Acting Head Teacher of Vigo Junior School be thanked for the work he has undertaken to date.

    (iii) That Hampshire Inspection and Advisory Service (HIAS) be thanked for the work undertaken at Andover C.E. Primary School.

    (iv) That further reports be submitted to the Panel as appropriate.
