Progress Reports
Report of the Consultant to the Panel
Since the last meeting of the Crime Prevention Panel on 25 July, 2002 the following monitoring and evaluation reports have been received a summary of which is produced below.
1. BE YOUR BEST FOUNDATION - THE GLOBAL ROCK CHALLENGE - POLICE AUTHORITY STANDING GRANT
The latest Be Your Best Foundation newsletter reports upon the successes of the 2002 tour, the biggest yet and the latest developments in the work of the Foundation. The newsletter now runs to 12 pages and indicates the level of support for the organisation and its achievements in the past 12 months and bodes well for the future.
The Foundation has now been licensed as an access organisation for the Duke of Edinburgh's Award and this will give all the participants in the Rock Challenge the opportunity to receive national recognition for their work. Providing a number of criteria are met, participation in the Rock Challenge can amount to one quarter of the work necessary for the award to be completed.
The Foundation themselves are particularly pleased with the introduction of the BUDDY Scheme which enables existing participants to support and help new schools into the scheme.
During the 2002 tour two new schools to the event reached the grand final and the quality of entries generally is improving year on year.
2. OAKLEY YOUTH COUNCIL/PARISH COUNCIL - GRANT OF £4,000 MADE IN JULY, 2001 - PROVISION OF A SKATE PARK
Oakley Parish Council have recently achieved a grant of over £50,000 from Basingstoke and Deane District Council which will enable this project to progress at last and work is expected to start shortly on a site which has already been identified and earmarked for this purpose. The Police Authority were the first organisation to make a grant towards this scheme which is shortly to become a reality.
3. ROOKLEY PARISH COUNCIL, ISLE OF WIGHT - GRANT OF £4,000 FOR A SKATEBOARD AND SPORT PROJECT MADE IN MAY, 2001
As Members of the Panel will recall this project had not progressed since its grant from the Police Authority in raising the additional funds necessary to complete the project.
Following concerns expressed by the Panel a letter was sent to the Parish Council highlighting these concerns and seeking assurance that the project would proceed.
I am delighted to inform the Panel that the additional sum of money necessary to complete the project has now been raised and work is expected to start shortly.
4. COLDEN COMMON PARISH COUNCIL - GRANT OF £5,000 MADE IN MAY, 2000 FOR A USED SPACES INITIATIVE INCLUDING A SKATE PARK
As has been previously reported to the Panel this project has been delayed due to the concerns of local residents and the number of planning issues.
I am pleased to report that these have now all been overcome and work on the physical construction of these facilities commenced on or about the 1st August, 2002.
I will report to the Panel in due course when they are completed and upon their effectiveness
5. THE WESSEX YOUTH OFFENDING TEAM/NORTH HAMPSHIRE PRIMARY CARE TRUST AND ANGER MANAGEMENT PROJECT - GRANT OF £1,500 MADE IN FEBRUARY, 2001
This pilot project has been completed and the subject of an initial formal evaluation. This evaluation shows that the intervention had a positive effect on the Year 8 target group and further detailed data is now being collected to measure the impact of the programme in relation to exclusion and bad behaviour on a long-term basis.
The evaluation recommended further or booster intervention in respect of individual cases and it is hoped that this will be provided by the North Hampshire Primary Care Trust Facilitators who will continue sessions in September, 2002 in targeted schools.
6. CLANFIELD PARISH COUNCIL - GRANT OF £4,000 MADE IN OCTOBER, 2001 TOWARDS A BMX SKATEBOARD STREET COURSE
This project was delayed by inclement weather in the earlier part of this year but as at 19 August, 2002 the landscaping had been completed and it is anticipated that by the date of the Panel meeting all the works will be completed and the facilities will be in use.
I will keep the Panel updated on the progress of this project to ensure that it is completed.
7. THE HAMPSHIRE COUNTY LIBRARY CCTV PROJECT - GRANT OF £2,500 MADE IN OCTOBER, 2001
The Panel will recall this initiative in that after considerable debate a grant of £2,500 was made towards the CCTV projects at 5 libraries in Hampshire. Specifically the Panel made a grant in respect of each project for £500 and the first site at Fordingbridge will be completed and fully operational by the end of September, 2002.
The completion of the full programme including the four other sites is likely to take place progressively over a number of years as funding becomes available with the next prioritised sight being at Chandlers Ford which is regularly targeted by problems of vandalism and nuisance.
In view of the timescale of the whole programme a letter was received from the Project Manager to consolidate the outstanding grant in order that with matched funding from the Library Service the system at Chandlers Ford could be installed in the short-term with the remaining projects being fully funded by the Library Service as funding becomes available.
I would seriously recommend that the Panel consider this course of action and that the balance of the grant be used to facilitate the Chandlers Ford scheme at an early stage. I would additionally recommend that an undertaking is sought from the project management team that it is still their intention to continue with the programme of CCTV installations at the other identified sites when funding permits.
8. NO LIMITS, SOUTHAMPTON - YOUTH INFORMATION ADVICE AND COUNSELLING SERVICE - GRANT OF £4,000 MADE IN OCTOBER, 2001
This grant was made by the Panel in order that the No Limits Organisation which normally offers a youth information advice and counselling service from a shop style facility could operate at three outreach sites where there appeared to be an established need for their services.
These sites included a house for homeless young people, a drop-in facility for young people with mental health problems and a young mother's group operating at a centre in Thornhill.
All these satellite services continue to be provided with a number of young people participating at sites 2 and 3 above expectations. At site 1 a home for homeless young people the number of young people participating was below the target figure and research reveals that there is a substantial demand at another similar location elsewhere in the City. No Limits aim to establish a satellite programme there during the latter part of this year hence maintaining the targets set out in its original application.
