    AT A MEETING of the CRIME PREVENTION PANEL of HAMPSHIRE POLICE AUTHORITY held at Westgate Chambers, Staple Gardens, Winchester on Thursday 24 October, 2002

107 MINUTES

The Minutes of the meeting of the Panel held on 25 July, 2002 were confirmed as a correct record and signed by the Chairman.

108 APPLICATION FOR FINANCIAL ASSISTANCE

The Panel received a presentation from Mr. Jeff Ballard, Manager, Wessex Youth Offending Team on the Intensive Supervision and Surveillance Programme (ISSP) for the Portsmouth and South East Hampshire area.

The ISSP is run by the Youth Offending Team in conjunction with the Youth Justice Board and deals with the 3% of young offenders who commit 25% of crime. There are now 50 schemes across England and Wales with objectives to reduce the rate of offending by 5% and the seriousness of offences by 2004, whilst tackling underlying causes and reassuring the community. ISSP is a rigorous non-custodial intervention with community based surveillance and a sustained focus on tackling the factors that contribute to young persons offending behaviour.

Members then asked various questions on aspects of the presentation and Mr. Ballard responded accordingly. In conclusion, the Chairman thanked Mr. Ballard for his presentation which had been very interesting and most informative to members.

The panel considered the report of the Clerk (Item 3 in the Minute Book) on requests for financial assistance.

RESOLVED:

That contributions totalling £35,350 be made to the organisations specified in Appendix 1 to the Minutes.

(Note A: Councillor D. Gillett declared an interest in respect of Items 10, 12 and 13 on Appendix 1).

109 PROGRESS REPORTS

The Panel considered a report of the Consultant (Item 4 in the Minute Book) which summarised the monitoring and evaluation reports which had been received from organisations since the last meeting.

Members noted that Hampshire County Library CCTV project were awarded a grant in October, 2001 towards the provision of CCTV projects at 5 libraries in Hampshire. A grant was made in respect of each project which would take place progressively over a number of years as funding became available.

The Project Manager for the Scheme had written requesting the total amount of the grant of £2,500. The Library Service could then implement the system at Chandlers Ford which could be installed in the short-term as the site at Fordingbridge was now operational. The Consultant was asked to advise the Library Service that specifically the funding had been made in respect of £500 for each project and that this remained the criteria to which the grant had been made.

RESOLVED:

      (a) That the report be noted.

      (b) That the Consultant be asked to convey the views of the Panel to the Library Service in respect of the grant awarded to their organisation in October, 2001 and report back to the next meeting.
