1. Summary
1.1 A copy of the draft Hamble Area Transport Strategy (HATS) is attached as an appendix for endorsement by Members, prior to the strategy being made available for wider consultation. Also attached are plans illustrating the Strategy.
1.2 The proposals outlined in the strategy are designed to work together and form an integrated transport system to address the future needs of the Hamble Peninsula and surrounding area, in a way that contributes to national and local transport policy objectives. They fully accord with the approach taken in the Hampshire Local Transport Plan (LTP).
2. Background
2.1 On 7 March 2002 a report was submitted to the Panel on the results of the public exhibitions held in November and December 2001. The public gave its support to the proposed elements of the emerging transport strategy and the majority of proposals suggested. The Panel endorsed the key themes for the emerging strategy and requested that the draft strategy be brought back for endorsement prior to wider consultation.
2.2 The strategy has been developed by officers of Hampshire County Council, with contributions from Eastleigh Borough Council, and takes into account a range of planning and management initiatives being developed by various authorities and agencies in and around the estuary of the River Hamble. The Integrated Access Strategy for Tourism and the Hamble Estuary Management Plan also look at access to the Hamble area. The Regeneration of Older Urban Areas (ROUA) programme for 2001/03 includes projects in the strategy area.
3. Consultation
3.1 A `targeted' public consultation exercise is proposed whereby the draft strategy document will be sent to stakeholders and interested parties for comment. There will be a consultation period of a minimum of six weeks. Proposed consultees include:
(i) Eastleigh Borough Council;
(ii) local County and District Councillors;
(iii) parish and town councils within the study area;
(iv) the Government Office for the South East;
(v) the Department for Transport;
(vi) the Hampshire Economic Partnership;
(vii) Fareham Borough Council;
(viii) the emergency services;
(ix) bus operators;
(x) Railtrack/Strategic Rail Authority;
(xi) train operating companies;
(xii) the Cycle Touring Club;
(xiii) the Pedestrian Association;
(xiv) the Freight Transport Association;
(xv) the ferry operator;
(xvi) taxi representatives;
(xvii) the Hampshire Association for the Care of the Blind;
(xviii) the River Hamble Harbour Master;
(xix) Members of River Hamble meetings;
(xx) marines and marine interests; and
(xxi) major employers and known promoters of major employment development sites, eg Hamble Aerostructures, Hampshire Police, Tesco, etc.
The document will also be available on the County and Borough Councils' websites.
4. Conclusion
4.1 The strategy will provide an integrated plan for the Hamble Peninsula and surrounding area. It has been prepared taking into account public and key stakeholder consultations, and following the current development plans, policies and guidelines. Further comments from key stakeholders and interested parties will be considered in the preparation of the final Hamble Area Transport Strategy document.
Recommendation
That the Executive Member for Environment be advised that the Panel endorses the Hamble Area Transportation Strategy for consultation purposes.
