1. Summary
1.1 The Developer Funded Hedge End Area Transport Strategy (HEATS) was the result of an area-wide study which reflected the aspirations of the local community, businesses and the County Council's transport policies. The schemes identified were prioritised by Members of the County Council, Eastleigh Borough Council and Hedge End, West End and Botley Local Area Committee (HEWEB) in February 2002 as reported to this Panel on 7 March 2002. The Joint Members' Group will meet in March 2003 to review the designs and re-prioritise the schemes to ensure maximum benefit to the local communities.
2. Update on Progress
2.1 Five schemes for completion within six to nine months were identified in the previous report. Atkins is progressing each of these through the County Council's Term Maintenance Contract (TMC) and they are all programmed to be completed by the end of October 2002.

3. Finance
3.1 The HEATS is funded from various developer contributions (Section 278 Agreements). There is currently £1 million available for schemes recommended at the Joint Members' meeting and in this report.
3.2 The following table identifies the current commitments for those projects currently being progressed. Fee elements for detailed design and consultation are not included as there will be a review of the preliminary and feasibility designs by the Joint Members' Group in March 2003 to agree which schemes to take forward through consultation and construction.

4. The Way Forward
4.1 It is proposed that all the projects identified for preliminary and feasibility design shall be progressed to that level for consultation and review by the Joint Members' Group Meeting to be held in March 2003.
