1. As reported to the last meeting of the Andover Transportation Strategy Members' Panel, a Public Inquiry was expected to be the result of the Borough Council's application for a Section 249 Order to remove general vehicular access to the street. The Public Inquiry opened on 18 June 2002 and the Inspector estimated that his report would be forwarded to the Secretary of State within six weeks of the conclusion of the Inquiry, which lasted for three days. It has been confirmed that the report is with the Government Office, however a decision from the Secretary of State is still awaited.

2. On receipt of the decision the Borough Council will need to review the financial allocation and programme. The financial allocation was not revisited in the last budget round as it was clear that implementation of the scheme would be delayed.

3. There are three possible outcomes from the Inquiry:

    (i) the Order is confirmed as advertised;

    (ii) the Order is confirmed with modifications; or

    (iii) the Order is not confirmed.

4. When the Secretary of State has decided whether he wishes to accept the conclusion of the Inspector, the decision and the Inspector's report will be forwarded to the Borough Council. It is hoped that this will be soon so that this matter may be progressed.
