AT A MEETING of the ANDOVER AND WESTERN HAMPSHIRE TRANSPORTATION STRATEGY MEMBERS PANEL held at The Guildhall, Andover on Wednesday, 30 October 2002.

1. DECLARATIONS OF INTEREST
There were no declarations made under this item.
2. TERMS OF REFERENCE
The Panel received a report of the Chief Executive detailing the terms of reference for the Andover and Western Hampshire Transportation Strategy Panel (Item 2 in the Minute Book).
RESOLVED:
That the terms of reference be noted.
3. MINUTES
(i) The Minutes of the meeting of the Western Hampshire Transportation Strategy Members Panel held on 5 March 2002 (Item 3(i) in the Minute Book) were received and approved as a correct record.
(ii) The Minutes of the meeting of the Andover Transportation Strategy Members Panel held on 22 March 2002 (Item 3(ii) in the Minute Book) were received and approved as a correct record.
Arising thereon:
a) Minute No. 11(iv) Andover Cycling Network - Priority Scheme
Councillor Bailey raised concerns about the Floral Way section and the difficulties/ dangers that faced children when walking to school. The Director of Environment commented that work was being carried out with the help of the school concerned and that a report regarding this would be submitted to a future meeting of the Test Valley Highway Management Advisory Panel.
4. CHAIRMAN'S COMMUNICATIONS
There were no issues arising under this item.
5. DEPUTATIONS
No request to make a deputation had been received.
6. LOCAL TRANSPORT PLAN - ANNUAL PROGRESS REPORT 2002
The Panel received a report of the Director of Environment (Item 6 in the Minute Book) updating Members on the progress of the delivery of the Local Transport Plan which is the chief mechanism for reporting back to the Government how Hampshire is implementing the Plan and showing progress in working towards national and local objectives and targets. A formal response from the Government Office for the South East and the Department for Transport was expected in early December.
RESOLVED:
That the report be noted.
7. TRANSPORT CAPITAL PROGRAMME AND SCHEME PROGRESS UPDATE
The Panel received a report of the Director of Environment (Item 7 in the Minute Book) detailing the progress on the schemes included in both the Andover Transport Strategy and Western Hampshire Strategy programmes for the years up to 2005/06. It was noted that a deficit was currently being experienced and that allocations for next year were expected to be lower, although no forecasts had been made.
Members were happy with progress being made on these schemes.
RESOLVED:
That the content of the report be noted and that the existing priorities for delivery within the Andover Transport Strategy and Western Hampshire Transport Strategy be confirmed.
8. WESTERN HAMPSHIRE TRANSPORT STRATEGY - DRAFT STRATEGY FOR CONSULTATION
The Panel received a report of the Director of Environment (Item 8 in the Minute Book) detailing the progress on the Western Hampshire Transport Strategy draft consultation. The Director of Environment asked the Panel to note the new timescales and circulated the final version of the draft Strategy, it was anticipated that this would be published shortly.
RESOLVED:
(i) That progress on the development of the Western Hampshire Transport (Strategy) be noted;
(ii) That the Executive Member for Environment be advised of the new timescales for the consultation.
9. REVIEW OF TEST VALLEY BOROUGH LOCAL PLAN - TRANSPORT PROPOSALS
The Panel received a report of the Head of Planning Services, Test Valley Borough Council (Item 9 in the Minute Book) detailing the arrangements for the publication and consultation on a Draft Plan to cover the period until 2011. He advised Members that the agreed date for the formal six weeks consultation period had changed from 8 November 2002 to early January 2003. A series of exhibitions for Andover were planned to take place November and December 2002.

That the report be noted.
10. ANDOVER MAJOR DEVELOPMENT AREA PROGRESS
The Panel received a report of the Head of Planning Services, Test Valley Borough Council (Item 10 in the Minute Book) detailing the proposals included in the new Borough Local Plan which implemented the Hampshire County Structure Plan (Review) requirement for a Major Development Area at Andover. He reported that public consultation would not be finished by the next meeting of the Panel but a report would be presented to a future meeting of the Panel.
RESOLVED:
That the report be noted and a further report be presented to a future meeting of the Panel.
11. ANDOVER HIGH STREET
The Panel received a report of the Head of Planning Services, Test Valley Borough Council (Item 11 in the Minute Book) updating Members on the latest position of the Public Inquiry in respect of Andover High Street. He confirmed that the Inspector's report was with the Government Office, but a response was still outstanding.

That the report be noted.
12. PROPOSED TEST VALLEY DECRIMINALISATION PARKING ENFORCEMENT
The Panel received a report of the Head of Planning Services, Test Valley Borough Council (Item 12 in the Minute Book) setting out the Borough Council's proposals to implement a Special and Permitted Parking Area in Test Valley. The Panel expressed their support for the scheme and the amount of work being put into the programme of work.

That the report be noted.
13. CANGO - RURAL BUS CHALLENGE FUND
The Panel received a report of the Director of Environment detailing information about the new demand-responsive bus services, branded `Cango', which were launched in Test Valley on 28 June 2002 as part of Hampshire County Council's new approach to providing public transport in rural areas of Hampshire. To date more than 700 people had registered to use the scheme.
RESOLVED:
That the report be noted and a further report be presented to the next meeting of the Panel.
14. DATE, TIME AND VENUE OF THE NEXT MEETING
RESOLVED:
It was confirmed that the next meeting of the Panel would be held on a date to be agreed with the Chairman.
