1. Agreement in principle was obtained for the establishment of a Special and Permitted Parking Area in Test Valley via a report of the County Surveyor, which was approved by the County Council Executive Member for Environment on 10 September 2002.
2. A total of £47,000 is allocated over two years from the County Council's Area Strategies Programme, to be supplemented by £59,000 from the Borough Council Integrated Transport Initiatives budget.
3. There is a great deal of preliminary work to determine the accuracy of the traffic regulation records (including systems for mapping orders), and the need for rationalisation of record systems, prior to determining the administrative requirements. These will include staffing and training for implementing Special Parking Areas and assembling the application to the Secretary of State. It is intended that meetings between County and Borough officers will agree the programme of work to bring the benefits of consistent local on- and off-street parking enforcement, with the potential to be self-financing, to fruition as soon as possible. The principal benefit of the scheme will be the ability to resource the enforcement of traffic management measures, which are necessary to encourage modal shift and widened travel choice, in line with transport strategy objectives.
