    AT A MEETING of the BEST VALUE AND PERFORMANCE MANAGEMENT PANEL of the POLICE AUTHORITY held at Westgate Chambers, Winchester on Thursday 7 November, 2002

Apologies for absence were received from Councillor J. Rayment and it was noted that Councillor Hayes and Mr. J. Pattison might be late to the meeting.

91 MINUTES OF THE MEETING HELD ON 20 SEPTEMBE2R, 2002

The Minutes of the meeting held on 20 September, 2002 were confirmed as a correct record and signed by the Chairman.

92 BEST VALUE SERVICE REVIEW SCRUTINY BOARD MEETING - 9 SEPTEMBER, 2002

The Panel received a report of the Chairman (Item 3 in the Minute Book) on a meeting of the Service Review Scrutiny Board held on 9 September, 2002.

With regard to the Best Value Review of Firearms and Licensing, the Deputy Chief Constable reported that, although it was not usual practice to change staff during the course of a Best Value Review, that during the course of the Best Value Review, alterations needed to be made within the department. He stated that he had authorised two one year contract posts to be made available to deal with the significant backlog of work within the department. He reported that the administration function, whilst initially a problem, had now been resolved. The delays that were now occurring were due to prolonged sickness of one licensing officer and the need to visit all applicants' home addresses at the time of issue or renewal.

With regard to the Best Value Review of the Police Authority, it was noted that, Police Authority Community Consultation Groups were already up and running. In response to a question with regard to the new consultation structure and whether anything new had been learnt this year on consultation than in previous years, it was reported that better quality data had been received and that the Authority had managed to consult with a wider range of groups. Although there had been some teething problems, especially in relation to staffing organisation and budget, these issues were being resolved and did not affect the quality and the outcomes of consultation which had been better than ever before.

RESOLVED:

      (a) That the re-presented proposal for the Review of Firearms Licensing be noted.

      (b) That the re-presented proposal for the Review of Criminal Justice be noted.

      (c) That the progress of the Joint Review of Air Support be noted.

      (d) That the progress of the Review of Training be noted.

      (e) That the progress of the Review of Personnel be noted.

      (f) That the progress of the Review of the Police Authority be noted.

      (g) That the paper and the discussion on the question of Staff Association representation on Best Value Review Teams be noted.

93 BEST VALUE QUARTERLY MONITORING REPORTS

The Panel received a report of the Clerk and the Chief Constable (Item 4 in the Minute Book) on the second quarter monitoring reports on eight best value reviews.

The Panel noted that, with regard to the Customer Services Manager vacancy (IT Review), there had been no internal applicants and that the Force was now considering advertising externally.

The Panel requested that the Director of IT be asked to attend the next meeting to go through the monitoring reports relating to the Best Value Review of IT.

RESOLVED:

That the second quarter monitoring reports on Best Value Reviews of Cleaning Services, Crime Intelligence, Lost and Seized Property, Crime Prevention and Reduction and Other Community Involvement, Custody, ACPO, Information Technology Management and Systems, and Call Management, be noted.

94 EFFICIENCY PLAN MONITORING STATEMENT 2002/03

The Panel received a report of the Chief Constable (Item 5 in the Minute Book) detailing the August monitoring statement for the 2002/03 Efficiency Plan.

That the report be noted.
